Chapters 1 and 3 examine the extent of unemployment among overseas-born youth and explore the factors which influence their prospects in comparison with Australian born youth. Chapters 4 and 5 present evidence of program utilization by migrant youth. Chapter 6 examines the suitability of programs for overcoming the disadvantages of immigrant youth in seeking employment. The recommendations in the report's final chapter hinge on increasing migrant youths' utilization of resources, and involve four broad levels of improvement: (1) adjustments to the eligibility provisions for programs; (2) attention to procedures in program administration so as to assist those in greatest need; (3) adjustments to programs in order to enhance their suitability for a specific group; and (4) changes in the coordination and evaluation of programs and services.
