It embraces the annual statements Of all the companies, two hundred and eight in number, which have complied with the general laws of this State governing the business of fire and marine insurance, and are licensed at this date to transact their appropriate business during the current year. These companies are those which transact the business of Fire, Marine (ocean or Inland), Steam Boiler, plate-glass, Fidelity and Accident Insurance, excepting those which transact an accident In connection with a life insurance business and report the business of both departments in one statement. Such companies will be found in Part II of this report. In the statements are shown the financial condition of the companies, their Operations during the past year and the business transacted by them in this State during the same period. The tabulations preceding the statements of companies ex bibit in form convenient for reference and comparison, the infoima tion contained therein; showing, in respect to each company, the character of assets, the nature of liabilities, the sources of income, the purposes of expenditures and the business written and in force with comparative ratios and percentages. Excerpt from Reports to the General Assembly of Illinois, 1892, Vol. 4 Owing to the fact that the sewers of this institution empty into the river above the city of Chester, it is necessary to go above or west of the prison in order to get ure water; and if the city of Chester or its citizens are compe led to go beyond the lands owned by the State it will place the plant too far from the city to be a profitable investment for those who undertake the work. This fact together with the many benefits that may accrue to this institution would, in our opinion, justify the leasing of the necessary ground for the plant. We believe that such a company could furnish this institution with ice for prob ably one-half the cost it is put to annually for this necessary commodity. And we are inclined to believe that it could furnish water at. Less expense to the State than heretofore, especially when the security a well equipped and operated waterworks would afford the institution in case of fire. Excerpt from Reports to the General Assembly of Illinois, 1885, Vol. 4 The powers of the State commissioners of ublic charities are restricted to the right to inspect the premises, t e inmates and the records; to ask questions, under oath, if necessary; to make sug gestions; and to give information and counsel; at their discretion, to the legislature and the governor. The special function of a State board of charities is to make comparisons, to criticise and to advise. To enable it to do its work, it must have power to prescribe the forms of financial and other statistical returns to be made by the institutions, to examine accounts and vouchers, and to inquire into everything connected with the management of the institutions. It must be authorized, on the one hand, to inform itself thoroughly as to the care of the unfortunate by the counties, and, on the other hand, to learn the methods adopted by other States, in order to the introduction of improved methods at home. For this purpose a certain amount of visitation of institutions outside of the State is essential. The organization of the National Conference of Charities and Corrections has been a great aid to us in this respect, by wid ening our outlook and bringing us more directly into contact with our co-laborers throughout the country, thus enabling us to' profit by their experience.
