Excerpt from Reports of Explorations and Surveys, to Ascertain the Most Practicable and Economical Route for a Railroad From the Mississippi River to the Pacific Ocean, Vol. 3: Made Under the Direction of the Secretary of War, in 1853-4, According to Acts of Congress of March 3, 1853, May 31, 1854, and August 5, 1854 Three of the principal centres of trade upon the. Mississippi river are St. Louis, Memphis, and Vicksburg. To these cities converge railroads, constructed or proposed, from harbors upon the northern lakes, from the principal ports upon the Atlantic Shore, and from those upon the Gulf of Mexico, uniting the interests of the northern, middle, and southern States. From the above mentioned places railroads have been projected, and several are in process of construction, west ward to the extreme limits of {the States of Louisiana, Arkansas, and Missouri, each with a purpose of forming a link in the great chain of communication which must ultimately lead to the Pacific ocean. The question immediately arises, which of the various routes shall be at first prolonged; or, can there be found a location for a main trunk that may be advantageously united with several of these branches, affording nearly equal facilities to interests so widely diffused? Nature seems to point out such an intermediate location near the parallel of thirty-five degrees north latitude, referred to in the preceeding instructions. Following the south bank of the Canadian river for nearly one-third of the whole distance to the Pacific, -we pass into the valley of Rio Grande del Norte, near the centre of New Mexico, where the soil is the most fertile, the population is the most numerous, and the mines are the most productive of any part of this interior portion of our possessions. Excerpt from Reports of Explorations and Surveys, to Ascertain the Most Practicable and Economical Route for a Railroad From the Mississippi River to the Pacific Ocean, Vol. 6: Made Under the Direction of the Secretary of War in 1854-5, According to Acts of Congress of March 3, 1853, May 31, 1854, and August 5, 1854 Sir: In Obedience to instructions from the War Department, I have the honor to submit the accompanying report of the exploration and survey in California and Oregon, conducted by Lieutenant R. S. Williamson, United States Topographical Engineers, in 1855. The prepara tion of the report has devolved upon me, in consequence Of the severe and protracted illness of Lieutenant Williamson; and it is due to myself to state that I have performed the duty with extreme reluctance, partly because it was not originally designed for me by the Department, and partly because it properly belongs to the officer by whose forethought and professional ability the expedition has been brought to a successful termination. Wishing to convey Lieutenant Williamson's ideas, as far as they are known to me, I have been guided by his recorded field notes, and by his Opinions expressed to me in conversation, in preparing the portion Of the report which relates to regions traversed by him. During a part Of the field work I was entrusted with a separate party, with instructions to prepare a written report Of the results Of my examinations. For any Opinion given in this portion Of the report he, of course, is not responsible. At the completion Of the survey for a railroad route from the Sacramento valley to the Columbia river, the season was so far advanced and the animals were in so jaded condition, that Lieutenant Williamson considered it impracticable to make any examination Of the Sierra Nevada until the ensuing spring. Before that time, orders were received from the War Department, directing him to return at once to Washington to prepare the maps, profiles, and reports Of the explora tion already made. Excerpt: ...Trunk road was extended as the first step towards a Pacific railroad, and because its failure is an example of what may be apprehended by a like incomprehensive treatment of our own Pacific project. Extract from a speech of Hon. James A. McDougal, delivered in t/ie House of Rcprm-nttitivef on the 29tt of May, 18.H. "The line from Halifax, through the British possessions, to the Pacific, is a project contemplated by our northern neighbors, and in it they have the support of heavy English capital." DIFFERENT SYSTEMS OF RAILROAD CONSTRUCTION. IS and decayed. The amount of the cost of this renewal would absolutely construct and equip a road of medium class, with ordinary management reaching the Pacific in ten years, and, if necessary, even in five years. This preliminary road would not make a passage of the same obstacles by reduction of surface, nor adopt so direct a line as a Grand Trunk road; but select a route giving the most rapid results to first outlay, by at once answering the present needs of the nation. It would also accomplish that first step towards the construction of a grand road, which would eventually insure its completion without great loss to its projectors, or, more properly, to the government finding means for extending it. A doubt exists in the minds of practical individuals whether the traffic of a Grand Trunk overland railroad will ever support its running expenses. Hence, there is an experiment to be tried. Government is not particularly interested in the question as to whether the commerce of the Pacific seas will pass over this line, when built, or continue to be borne by clipper-ships around the southern extremity of South America.
