Book Description
In this report, the President's Council of Advisors on Science and Technology (PCAST) calls for the development of a coordinated government-wide Federal energy policy. This will be a major undertaking, given the large number of Federal policies that affect the development, implementation, and use of energy technologies. For that reason, we recommend that the Administration initiate a process analogous to the Quadrennial Defense Review undertaken every four years by the Department of Defense.

Research Universities and the Future of America

Research Universities and the Future of America PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309256399
Category : Education
Languages : en
Pages : 250

Book Description
Research Universities and the Future of America presents critically important strategies for ensuring that our nation's research universities contribute strongly to America's prosperity, security, and national goals. Widely considered the best in the world, our nation's research universities today confront significant financial pressures, important advances in technology, a changing demographic landscape, and increased international competition. This report provides a course of action for ensuring our universities continue to produce the knowledge, ideas, and talent the United States needs to be a global leader in the 21st century. Research Universities and the Future of America focuses on strengthening and expanding the partnership among universities and government, business, and philanthropy that has been central to American prosperity and security. The report focuses on the top 10 actions that Congress, the federal government, state governments, research universities, and others could take to strengthen the research and education missions of our research universities, their relationships with other parts of the national research enterprise, and their ability to transfer new knowledge and ideas to those who productively use them in our society and economy. This report examines trends in university finance, prospects for improving university operations, opportunities for deploying technology, and improvement in the regulation of higher education institutions. It also explores ways to improve pathways to graduate education, take advantage of opportunities to increase student diversity, and realign doctoral education for the careers new doctorates will follow. Research Universities and the Future of America is an important resource for policy makers on the federal and state levels, university administrators, philanthropic organizations, faculty, technology transfer specialists, libraries, and researchers.

Implementing a US Carbon Tax

Implementing a US Carbon Tax PDF Author: Ian Parry
Publisher: Routledge
ISBN: 1317602072
Category : Business & Economics
Languages : en
Pages : 303

Book Description
Although the future extent and effects of global climate change remain uncertain, the expected damages are not zero, and risks of serious environmental and macroeconomic consequences rise with increasing atmospheric greenhouse gas concentrations. Despite the uncertainties, reducing emissions now makes sense, and a carbon tax is the simplest, most effective, and least costly way to do this. At the same time, a carbon tax would provide substantial new revenues which may be badly needed, given historically high debt-to-GDP levels, pressures on social security and medical budgets, and calls to reform taxes on personal and corporate income. This book is about the practicalities of introducing a carbon tax, set against the broader fiscal context. It consists of thirteen chapters, written by leading experts, covering the full range of issues policymakers would need to understand, such as the revenue potential of a carbon tax, how the tax can be administered, the advantages of carbon taxes over other mitigation instruments and the environmental and macroeconomic impacts of the tax. A carbon tax can work in the United States. This volume shows how, by laying out sound design principles, opportunities for broader policy reforms, and feasible solutions to specific implementation challenges.

American Energy

American Energy PDF Author: Walter A. Rosenbaum
Publisher: CQ Press
ISBN: 1483321029
Category : Political Science
Languages : en
Pages : 233

Book Description
There are rapid, and sometimes radical, changes now transforming energy production and consumption in the United States. Utilizing contemporary examples throughout his narrative, Walter A. Rosenbaum captures this transformation in American Energy: The Politics of 21st Century Policy while analyzing how important actors, institutions, and issues impact American energy policymaking. With clear explanations of relevant energy technologies—from controversial fracking to mountain top mining to nuclear waste storage—the book first looks at the policy options available in governing the energy economy and then discusses specific resources (petroleum and natural gas, coal, nuclear power, electricity, renewable energy, conservation) and the global energy challenges associated with climate change. This is a perfect supplement for any environmental politics course.

Final Report of the Committee on a Strategic Plan for U.S. Burning Plasma Research

Final Report of the Committee on a Strategic Plan for U.S. Burning Plasma Research PDF Author: National Academies of Sciences, Engineering, and Medicine
Publisher: National Academies Press
ISBN: 0309487439
Category : Science
Languages : en
Pages : 341

Book Description
Fusion offers the prospect of virtually unlimited energy. The United States and many nations around the world have made enormous progress toward achieving fusion energy. With ITER scheduled to go online within a decade and demonstrate controlled fusion ten years later, now is the right time for the United States to develop plans to benefit from its investment in burning plasma research and take steps to develop fusion electricity for the nation's future energy needs. At the request of the Department of Energy, the National Academies of Sciences, Engineering, and Medicine organized a committee to develop a strategic plan for U.S. fusion research. The final report's two main recommendations are: (1) The United States should remain an ITER partner as the most cost-effective way to gain experience with a burning plasma at the scale of a power plant. (2) The United States should start a national program of accompanying research and technology leading to the construction of a compact pilot plant that produces electricity from fusion at the lowest possible capital cost.

An Assessment of the Prospects for Inertial Fusion Energy

An Assessment of the Prospects for Inertial Fusion Energy PDF Author: National Research Council
Publisher: National Academies Press
ISBN: 0309270812
Category : Science
Languages : en
Pages : 247

Book Description
The potential for using fusion energy to produce commercial electric power was first explored in the 1950s. Harnessing fusion energy offers the prospect of a nearly carbon-free energy source with a virtually unlimited supply of fuel. Unlike nuclear fission plants, appropriately designed fusion power plants would not produce the large amounts of high-level nuclear waste that requires long-term disposal. Due to these prospects, many nations have initiated research and development (R&D) programs aimed at developing fusion as an energy source. Two R&D approaches are being explored: magnetic fusion energy (MFE) and inertial fusion energy (IFE). An Assessment of the Prospects for Inertial Fusion Energy describes and assesses the current status of IFE research in the United States; compares the various technical approaches to IFE; and identifies the scientific and engineering challenges associated with developing inertial confinement fusion (ICF) in particular as an energy source. It also provides guidance on an R&D roadmap at the conceptual level for a national program focusing on the design and construction of an inertial fusion energy demonstration plant.
