Excerpt from Report of the Judicial Selection Study Commission: Report to the Governor, Chief Justice, Attorney General and the 1989 General Assembly of North Carolina, February 15, 1989 Sec. 19 A. 1. There is created a Judicial Selection Study Commission, to be composed of 20 members. The Governor shall appoint four members, at least two of whom shall be members of the General Assembly, at least two of whom shall be attorneys licensed to practice in North Carolina, and at least two of whom may not be attorneys. The Lieutenant Governor shall appoint four members, all of whom shall be members of the Senate. The Speaker of the House of Representatives shall appoint four members, all of whom shall be members of the House of Representatives. The Chief Justice shall appoint four members, one of whom shall be a Supreme Court Justice, one of whom shall be a Court of Appeals Judge, one of whom shall be a Superior Court Judge, and one of whom shall be a District Court Judge. The Attorney General shall appoint four members, two of whom shall be attorneys licensed to practice in North Carolina, and two of whom may not be attorneys. Sec. 19 A. 2. The Commission should study the method of selecting Judges in North Carolina and recommend any changes needed to improve the system. Sec. 19 A. 3. The President of the Senate and the Speaker of the House shall each designate a cochairman of the Commission. Sec.19 A. 4. The Commission may meet in the Legislative Building upon approval of the Legislative Services Commission and will be staffed by the Legislative Services Commission. Sec. 19 A. 5. The Commission shall report its findings, and its recommendations for changes in the method for selection and retention of judges in North Carolina, if any, by February 15, 1989, to the Governor, the General Assembly, the Chief Justice, and the Attorney General. It may also make an interim report to those parties before the 1988 General Assembly. Sec. 19 A. 6. The members of the Commission shall receive the same per diem and reimbursement for travel expenses as members of the General Assembly. Sec. 19 A. 7. There is appropriated from the General Fund to the Judicial Selection Study Commission the sum of twenty-five thousand dollars ($25,000) for the 1987-1988 fiscal year to implement the provisions of this Part.
