Heap, Corps of Engineers, who was directed by the honorable the Secretary of War, to be present at the International Exhibition of Electricity to be held in Paris from August to November, 1881. Major Heap presents the information acquired by him at the Exhibition. I respectfully recommend that the report, with its plates, be printed at the Government Printing Office, and that one thousand copies be obtained for the use of the Engineer Department upon the usual requisition.
