You will find in its preface and introduction some explanations for which I bespeak your attention. In the former volume, "Irrigation Development," acknowledgment has been made of the intelligent cooperation and courteous action of some of your predecessors. Short as was Governor Bartlett's term, I feel that his memory should fully as much be connected herewith as that of a patron and helper to the end.
