Excerpt from Report on American Manuscripts in the Royal Institution of Great Britain, 1907, Vol. 3 The present volume - third of the series of this calendar of the American MSS. in the Royal Institution - covers a period of nine months, namely, from July, 1782, to March, 1783, leaving material sufficient few* one more volume to complete the whole of these manuscripts, which extend to the close of the year 1783. Sir Henry Clinton having returned to England, was succeeded in New York, as shown towards the end of Volume II., by Sir Guy Carleton, afterwards Lord Dorchester, who had previously served as governor and commander-in-chief in Canada from 1708 to 1778. like his predecessor, Sir Guy held, together with his powers as commander-in-chief, the authority to act with Admiral Digby as Commissioner for restoring Peace. Before leaving England he was acquainted with the negotiations for peace opened by Lord Shelburne upon his appointment as Secretary of State, and though on the first of the month of which this volume opens, the death of the Marquis of Rockingham had closed that short administration, yet, Lord Shelburne being placed at the head of affairs, the negotiations proceeded with but little interruption. The military events belonging to these dates are therefore few, but the details of this concluding period of the British occupation of their late colonies are not without interest. One of the first papers is a state of the army under Sir Guy Carleton, giving the total of the effectives as 34,529. An attack by a party of Americans on Lunenberg, Nova Scotia, in the month of July, is entered on page 305, and, on page 157, is described the attack by Indians on General Wayne's camp on the outskirts of Savannah, though that event actually took place in June. The skirmish in South Carolina in which the American Colonel Laurens was fatally wounded is also mentioned, (p. 110). The arrival of the French fleet at Boston and the movements of the armies of Washington and Rochambeau, though not specifically stated, are probably the foundation of the opinion given at New York by General Loss berg in October as to the danger of attack (p. 162), and later of the dispositions and minute regulations given by General Robertson for the troops in case of such an event (p. 260). The evacuation of Savannah took place in July, under a parting protest from Governor Sir James Wright (p. 11).
