This document contains the report of the Seventh Meeting of the Regional Commission for Fisheries (RECOFI) Working Group on Fisheries Management (WGFM), which was held in Kuwait City, the State of Kuwait, from 5 to 7 November 2013. The WGFM addressed and made decisions on matters concerning relevant follow-up to the sixth meeting of the RECOFI WGFM and to the Seventh Session of RECOFI that was held in Tehran, Islamic Republic of Iran, during the period from 14 to 16 May 2013. Country reports on the status of national fisheries were presented and discussed. The WGFM formulated further work on the socio-economics of fisheries in the region. The enforcement of the recommendation on minimum data reporting was reviewed and the urgent need to establish a data access policy and protocol was considered. The WGFM identified the objectives, data and skills requirement of the first regional joint assessment of the narrow-barred Spanish mackerel. The importance of the regional approach to fisheries management was recognized, initially with a particular focus on developing management procedures with regards to shrimp trawling and management plan for the narrow-barred Spanish mackerel.

This document contains the report of the fifth meeting of the Regional Commission for Fisheries (RECOFI) Working Group on Fisheries Management (WGFM), which was held in Tehran, Iran (Islamic Republic of), from 9 to 12 October 2011. The WGFM addressed and made decisions on matters concerning relevant follow-up to the sixth session of RECOFI and the fourth session of the RECOFI WGFM. An update on the programme of work and budget for the biennium for 2011-12 in relation to the WGFM was considered and arrangements for a number of activities finalized in terms of dates, locations and funding. A proposal by the Sultanate of Oman on illegal, unreported and unregulated (IUU) fishing in the RECOFI region was addressed again and Members undertook to follow up on assessing IUU fishing in their respective countries through the completion of a questionnaire that would be circulated prior to the sixth meeting of the WGFM in Qatar in October 2012. The WGFM considered in detail progress towards the implementation of the RECOFI Recommendation on Minimum Data Reporting (Recommendation RECOFI/6/2011/1). A preliminary review of stock and fisheries status indicators to be produced from the RECOFI fishery management database, building on past work, was reviewed and progressed. The meeting considered a RECOFI scientific working group to provide scientific advice to the Commission on aquaculture and fishery management. This matter will be addressed further at the seventh session of RECOFI in May 2013. The final substantive item addressed on the agenda was RECOFI cooperation with the Fishery Resources Monitoring System (FIRMS). The next meeting of the WGFM will be held in Qatar from 21 to 23 October 2012--

In recognition of the fisheries sector’s contributions and responsibilities to the global goals, the Sustainable Development Goal Target 14 - Conserve and sustainably use the oceans, seas and marine resources for sustainable development - includes a target and monitoring indicator specifically related to the sustainability of fish stocks which aims to monitor the proportion of fish stocks within biologically sustainable levels in order to achieve the target of restoring fish stocks in the shortest time feasible. As part of a larger workshop series on the SDG 14.4.1, the community of Regional Commission for Fisheries (RECOFI) countries were invited to participate in a special 3-hour introductory session on 5 August 2021 to present the indicator and reporting process, and participate in discussions towards a reference list of stocks for each country and for the region.

The Workshop on Bycatch Management and Low-impact Fishing held in Kuwait City, the State of Kuwait, on 9-12 December 2012 was convened to develop the concept of a Regional Action Plan on how bycatch can be more effectively managed and to reduce impacts of fishing on the environment. The meeting reviewed the current knowledge on bycatch in the Regional Commission for Fisheries (RECOFI) / Gulf Cooperation Council region and considered priority follow-up action. The workshop adopted a draft concept document in the form of a Regional Action Plan for managing the environmental impacts of fishing in the RECOFI region. Workshop participants agreed that the primary objective a regional action plan was to ensure the longterm livelihoods of those involved in the fisheries sector through the adoption of responsible fishing practices and that elements of the plan should interalia: (i) prioritize responsible fishing through embedding the ecosystem approach to fisheries (EAF) in relevant national policies, (ii) minimize the impact of trawling on the sensitive habitats and reduce the impact on vulnerable species, both target and non-target, (iii) provide a rational approach to fleets for reducing bycatch, discards and gear loss, (iv) adopt a comprehensive approach that recognizes the differing environmental, economic and social conditions of the various fisheries within the region, (v) raise awareness, train and incentivize stakeholders about sustainable fishing Workshop participants also agreed that the stages of the regional action plan should include as a priority: a regional analysis and diagnosis followed by action implementation.

"This document contains the report of the FAO/RECOFI Regional Workshop on Fishery Stock Indicators and Stock Status that was held in Tehran, Islamic Republic of Iran, from 26 to 29 July 2009. At the fourth session (2007) of RECOFI held in Jeddah, Kingdom of Saudi Arabia, the Secretariat prepared for the minimum requirements of stock assessment. The Commission recognized that those requirements were too complicated and noted a shortage of expertise. The effort was resumed at the second meeting of the Working Group on Fisheries Management (WGFM) in 2008 where a shift to a pragmatic approach based on an Ecosystem Approach to Fisheries management (EAF) with adaptive procedures was recommended.
