Excerpt from Report of the Tariff Commission, Vol. 7: Sugar and Confectionery, With Analysis and Summary of Evidence and Statistical Tables The foreign refined sugar which has thus displaced the home refined article was the product of industries built up under an elaborate system of bounties and kartells. No doubt is expressed by the British refiners who give evidence as to the capacity of British refineries to supply the whole of the British demand. Upon the basis of the total importation of refined sugar the loss in British refining is seen to be nearly one million tons per annum and reckoning the cost of refined sugar at about 1 103. Per ton, the evidence states the loss to this country in round figures at per year. Specific illustrations of the decline are given in the evidence of the President of the Clyde Sugar Refiners' Association. The meltings in Greenock in 1906 amounted to tons as against tons in 1883. The 1903 total was tons. Thus there has been a substantial increase during the operation of the Convention, but as compared with 1883 the decline in the Greenock trade is still considerable. In the year 1884 there were fourteen refineries in Scotland at present only six remain, but during 1906 these refiners increased their output as the result of continuous running. As an instance of the depression which has existed, a fully equipped refinery, which originally cost about was several years ago sold for about Greenock has many natural advantages for carrying on this branch of industry, as for example, abundant supplies of water, close proximity to the Lanarkshire coalfields, ample dock accommodation, extremely low charges for landing sugar, also a coastwise service of steamers connecting with all parts of Great Britain. The evidence of the refiners of London and the President of the Lancashire Sugar Refiners' Association tends to confirm this general impression. A very large sugar refinery was closed at Silvertown some time ago as the result of the bounties and now there are only two refineries in London.
