Not illustrated. 1922 edition. Excerpt: ...Water Supply System. In Table 25 will be found a summarization of the drinking and washing facilities provided. It will be noted that a large majority of the buildings score less than 50 per cent efficiency in both these particulars. By the water supply system of a school house is meant the facilities for drinking, washing, and bathing. Drinking fountains should be in sufficient quantity to provide not less than one fountain for every 75 pupils and should be readily accessible to the pupils on all floors of the building. They should be easy of operation and so constructed that the drinker does not touch his lips to the bubbler. In some cities the water for the drinking fountains in the public schools is refrigerated. Under no circumstances should pupils be required to drink from spigots. Two hundred forty-six of Philadelphia's school buildings have drinking facilities in the yards only, forcing children to leave the building whenever water is desired. This is a waste of time and imposes a hardship which is seriously increased by cold and inclement weather. In some schools in order to prevent the water from freezing in the fountains, it is customary for the janitor to turn off the water except at recess time. This imposes a further hardship upon the children and causes unnecessary crowding at recess. Forty-four buildings have drinking fountains in the basement, 29 on the first floor and 75 on all floors. Excerpt from Report of the Survey of the Public Schools of Philadelphia, Vol. 3: Types of Schools, Teachers, Vocational Education Provision should be made in the curriculum for the introduction of additional play and work exercises adapted not only to age but to individual needs. The conditions, materials, and activities most favor able to the growth of the children at this stage should be the guiding factors in curriculum making. Each daily session is divided into short periods of from fifteen to thirty minutes duration. Very often there are two thirty-minute work periods in a half-day program. In a few programs there are work periods of fifty minutes, but in general there are no long ones. A longer work hour is needed for constructive work or representative play when initiated and self-directed by the children. Methods of Instruction. The most common procedure is to conduct the various activities such as games, rhythms, story telling, oral language exercises in one large group under the direct control of the teacher. For block building and construction work the children are divided into three groups, each division working at a different occupation. The work in these groups is graded according to the progress of the pupils and is directed by the teacher. For little children they are orderly and responsive. Sometimes the children are allowed to make their own plans and carry them out in small groups of their own choice.
