Excerpt from Report of the Superintendent of Common Schools of the Commonwealth of Pennsylvania, 1867 Gentlemen: - Upon assuming control of the School Department on the first day of November last, I found the annual report, as prepared by my predecessor, Hon. C. R. Coburn, in such a state of forwardness, that I deemed it best to present it as a whole, and it will be found in the proper place. I take the present opportunity, however, to re-capitulate some of the most important facts mentioned in that report, and to communicate some views of my own. It is hoped that the whole will serve to impart needed information in regard to the working of our system of common schools, and lead to the adoption of wise measures for its improvement. Statistics. The most important facts contained in Mr. Coburn's report are the following: There were, in the school year of 1865, 1,863 school districts in the State, 13,146 schools, 16,141 teachers, and 725,312 pupils, with an average attendance of 478,066. The total cost of the school system for the entire State, including taxes levied and Ste appropriation, was for the year $4,195,258 57. The increase in the number of school districts was 25: in the number of schools, 222; in the number of children attending school, 19,932; in the average attendance at school, 18,945; and in the total cost of the system $581,020 02. Excerpt from Report of the Superintendent of Common Schools of the Commonwealth of Pennsylvania, for the Year Ending June 3, 1867 The nature and extent of the duties now devolving upon the School De partment will appear from the fact, that it holds important official relations with all the teachers in the State, over sixteen thousand, granting certificates 10 some, and furnishing certificates for all with the school directors, some twelve thousand in number, giving them instructions, furnishing them blanks, receiving their reports, and paying them the State appropriations for their respective districts; with the county, city, and borough superintendents, calling conventions for their election, commissioning all, removing the incompetent, and filling such vacancies as occur by appointment, issuing instructions to them from time to time, paying them their salaries, prov riding proper blanks for recording and tabulating their work, and super vising the publication of their reports; with the State Normal schools, examining their fitness for recognition, approving their courses of study and charges, inspecting them, attending their examinations, issuing diplomas to their graduates, receiving and publishing their reports, prescribing all. Forms for them, and paying them their State appropriations; with colleges, academies, and high schools, in receiving, tabulating and publishing their reports with the Legislature, in making to it an annual report, containing full information concerning the condition of the system, and proposing plans for its improvement; and with the people of the State, in giving adr vice relating to schools, and deciding all questions concerning them, with; out expense to the parties. That is no tri ing interest that deals with the education of eight hundred thousand children, and expends annually over five millions of dollars. Such an interest surely deserves the fostering care of the representatives of the people, and those who supervise it ought to be so compensated as to enable them to devote their whole time and attention to the performance of their important duties. At first view, there seems to be nothing in tho details of the statement or the results of the contrast just presented, to satisfy the expectations of the more ardent, and little to uphold the faith of the]. Cooler advocates of popular education. That the number of children to in taught and the expense of teaching them should have regularly increasefi was to be anticipated but that the duration of the term of instruction should have as regularly become less, and that the public estimate of the value of the services of their instructors, as indicated by the compensation given, should have actually receded in the case of the one sex and have only very slightly advanced in that of the other, - are results as unexpected as they are appo rently disheartening. But the failure is only in appearance; there having been in reality, not only causes at work abundantly sufficient to account for the existing state of things, without detriment to the broad (principle which underlies the cause of general education, but counteracting an restraining in fluences, also, abundantly capable to constitute, if rightly comprehended and improved, the assured basis of early and rapid progress.
