This research first assesses some of the effects of the 1965 equal population reapportionment on the Senate of the State of California and its Education Committee. Second, it analyzes the changes which resulted from reapportionment in terms of their implications for educational policy determination in California. The hypothesis which governed the research predicted that reapportionment would alter the structure, function, and legislative role of both the Senate and the Education Committee. The study further hypothesized that both bodies would become more representative, more responsive, and that each would take a more active and dynamic role in the total legislative process of the state. The final prediction was that school districts throughout the state, particularly urban and suburban districts, would benefit as a result of the altered status of the Senate and the Committee.
