Excerpt from Report of the Secretary of Agriculture, 1929 Growers planted a total acreage about equal to that of 1928. Yields were disappointing in practically all crops, except irrigated crops and some varieties of hay. The hay crops that turned out well made heavy growth before the drought became severe. All crops combined gave a yield per acre 7 4 per cent below that of 1928 and per cent below the average for the preceding 10 years. Lower than average yields were experienced in 29 States. The western Great Plains suffered most from the drought. Yields were reduced along the Atlantic coast from Massachusetts to North Caro lina and m all the North Central States except Wisconsin. Cali fornia and Washington suffered from drought during the winter of 1928 - 29, and California fruits were injured by a severe freeze in April. The late spring reduced yields somewhat in the other fruit producing areas, except the apple-producing sections of Virginia and West Virginia. Excerpt from Report of the Secretary of Agriculture, 1931 Even had Europe regained its pre-war purchasing power it would not have been a profitable market for all the surplus farm production we had to offer. For one reason, other countries were Offering large sur pluses there, too. In 1921 exports of pork from all the principal sur plus producing countries were 80 per cent greater than before theswar. Total exports of beef from the surplus countries were 63 per cent greater than before the war, of butter 104 per cent greater, and of cheese 30 per cent greater. At the same time, Europe was restoring its domestic agriculture. Recovery came first In Denmark and the Netherlands, which were disturbed by but not directly involved in the war. Next, the former warring nations of Europe increased their output. By 1927 the cultivated area of Europe, outside Russia, was back to 97 per cent of the pre-war average. Europe's production of milk, butter, cheese, and pork was above the pre-war level. By 1930 Russia had resumed the exportation of cereals and other agricultural products. In such circumstances even a prosperous Europe would probably have desired less of our farm production than it took before the war. In the hard conditions of the postwar period, it desired much less. True, it took large quantities; but it did so at bargain prices, which returned little or no profit to our producers. Excerpt from Report of the Secretary of Agriculture, 1946 Even in prewar years the American farm output was tremendous; besides providing an American standard of nutrition much higher than for most other countries, it supplied large quantities of food and fibers for export. Against this background, the wartime and postwar. Increase is surprisingly large. Moreover, the farmers accomplished it with almost no increase in the land used for crops and pasture, and with a working force depleted 10 percent. Farm production has in creased less during the last 5 years than industrial production; but industry has tremendously enlarged its plant capacity and its man power. Farmers have boosted their output chiefly by doing more work and better work individually and by using more science and more machinery. They are forging vital weapons for the winning of the peace. Leaders in the Government, in the military services, and in civilian life have unanimously extolled Agriculture's wartime contribution to the cause of the United Nations. They have repeatedly declared that American food was a basic source of both economic and military power. As a weapon, it ranked with guns, planes, ships, and tanks; it was vital both in the production and in the utilization of all these weapons. Food power, in short, was fire power. But now we must recognize that the American farm is an equally efficacious instrument of peace. It is restoring the strength and the production of the liberated coun tries, continuing to assist our allies in the late war, notably the United Kingdom, and simplifying occupation tasks in ex-enemy lands.
