Here is a well-documented study of the structure, historical development, and present condition of the government of Nova Scotia. It deals with one of the oldest constitutions in Canada, one which was not created by statute but by the prerogative of the Crown. Nova Scotia has two major claims to priority in the history of Canadian politics: she was the first province to be granted representative institutions and the first to win responsible government. Owing in large measure to Joseph Howe's inspired leadership, the latter was achieved through peaceful, constitutional means. It is obvious that a study of the government of Nova Scotia must dig deep into the past, and Dr. Beck has investigated this early history with great care and thoroughness. This is followed by a study of the more recent period and the working of the government of our own time. The author demonstrates that the important changes, the interesting practices, and the colourful incidents have not all been in the distant past. There was, for example, the Legislative Council, that travesty on democratic institutions which lasted until less than thirty years ago. There was the odd phenomenon of a Liberal government in power for seventy out of ninety years since Confederation. There was the constant need to adapt parliamentary practices and institutions, developed under quite different conditions to the needs of a much smaller community, and one which was keenly aware of its heritage and very jealous of any serious interference. As a native of Nova Scotia and a political scientist, Dr. Beck has had a special interest in seeing how the Nova Scotian institutions of government evolved and how they work today. He has done a great deal of original research among primary sources and covered a field as yet uninvestigated by any other scholar. Perhaps one of the most influential Canadian premiers of the Twentieth Century and one of the leading political intellectuals of his generation, Angus L. Macdonald dominated politics in Nova Scotia for more than twenty years, serving as premier from 1933 to 1940 and again from 1945 until his death in 1954. One rival referred to him as "the pope" out of respect for his political infallibility. From 1940 to 1945 Macdonald guided Canada's war effort at sea as Minister of National Defence for Naval Services; under his watch, the Royal Canadian Navy expanded faster than any other navy in the world. This new work by T. Stephen Henderson is the first academic biography of Macdonald, whose life provides a framework for the study of Canada's pre- and post-war transformation, and a rare opportunity to compare the political history of the two periods. Generally, Macdonald's political thinking reflected a progressive, interwar liberalism that found its clearest expression in the 1940 Rowell-Sirois report on federal-provincial relations. The report proposed a redistribution of responsibilities and resources that would allow poorer provinces greater autonomy and reduce overlapping jurisdictions in the federal system. Ottawa abandoned Rowell-Sirois in the postwar period, and Macdonald fell out of step with the national Liberal party that he had once seemed destined to lead. Within Nova Scotia, however, his ardent defence of provincial powers and his commitment to building a modern infrastructure enabled him to win election after election and transform the face and identity of his province.

In 1957 after a century of scathing debates and threats of provincial separation Ottawa finally tackled the dangerous fiscal inequalities among its richer and poorer provinces. Equalization grants allowed the poorer provinces to provide relatively equal services for relatively equal levels of taxation. The Art of Sharing tells the dramatic history of Canada's efforts to save itself. The introduction of federal equalization grants was controversial and wealthier provinces such as Alberta – wanting to keep more of their taxpayers' money for their own governments – continue to attack them today. Mary Janigan argues that the elusive ideal of fiscal equity in spite of dissent from richer provinces has helped preserve Canada as a united nation. Janigan goes back to Confederation to trace the escalating tensions among the provinces across decades as voters demanded more services to survive in a changing world. She also uncovers the continuing contacts between Canada and Australia as both dominions struggled to placate disgruntled member states and provinces that blamed the very act of federation for their woes. By the mid-twentieth century trapped between the demands of social activists and Quebec's insistence on its right to run its own social programs Ottawa adopted non-conditional grants in compromise. The history of equalization in Canada has never been fully explored.
