It brings education within reach of the isolated child who would otherwise be denied his chance. The children so served surmount the handicaps of distance, cold and storm, and of travel by bush and water-trail, and so keen is their interest that the school car comes close to being, in attendance, the sole 100 per cent. School in Ontario. The happy balance between intensive teaching and self directed activity on the part of the pupils prepares them to care for themselves when thrown on their own resources in after life. Many graduates are now filling responsible places in the working world. The car recently installed on the Temiskaming and Northern Ontario Rail way is attempting to meet the educational needs of the children in the Laurentian area north of North Bay. It is serving six points in an eighty-mile circuit where conditions forbid the existence of permanent schools. The school car rounds out the educational system of the province by bringing within its range the child on the remote frontiers, and giving him an equal chance with the better-situated child in equipping himself for self-reliant citizenship. The cost of staffing the schools has risen in ten years from an annual charge of to one of The salaries advanced steadily during each year of the War, but not, of course, proportionally to the needs of the teachers. The salary bill is one indication that the Province, beset by many other obligations and embarrass ments during the past ten years, has not proved unmindful of its duty toward education. The grand total of expenditures upon the elementary schools has increased in ten years from to In view of these state ments, the idea that the schools have suffered from neglect or parsimony on the part of the people at large must be set aside. The enrolled attendance in these schools during 1918 was which was the highest on record, although the average attendance, for reasons already touched upon, was not quite so good. The educational trust, which is expressed in the elementary school system is, there fore, one of magnitude; one not to be overlooked in the extensions and improve ments which must also attend secondary and university education; and one which exhibits in its essential features, a healthy and substantial condition. Excerpt from Report of the Minister of Education, Province of Ontario: For the Year 1926 An examination of school libraries, particularly in rural schools, shows that they have not as a rule been selected with a view to meeting the requirements of all the grades. Few of these books are suitable for children in the lower grades. Investigation and practice have shown that an elementary school library Should have a plentiful supply of juvenile books. It is only by providing a generous supply of this type of literature, both for seat-work and for home reading, that the library can make a real contribution to the work of the School. AS pointed out in the introduction to the List of Supplementary Reading Books prepared by the Department of Education for Elementary Schools The pupils of the lowest classes should have good stories read to them in school and at home, in order that their curiosity and interest in books should be amused sufficiently to urge them to read for pleasure. Then their own reading, with proper guidance, will develop a taste for what is good, and they will, without much direction, become very expressive readers. This wider reading will result in inspiring the pupils in composition, both oral and written, and in such other subjects as Literature, History and Geography. There is no doubt that the disinclination shown by SO many people towards reading for information and enjoyment may be traced back to a lack of suitable reading material during Childhood's years in the Elementary School, or to the failure of teachers to take advantage of their opportunities. The Inspectors of the Province are stressing this matter and are meeting with encouraging support from boards and teachers. Many boards are supply ing sets of readers for supplementing the regular readers, as well as individual books for individual use. County councils in some instances are recognizing the importance of this movement by special grants of money; one county, for instance, gives a grant of $5 per annum per classroom for this purpose.
