The Regional Workshop on Safety at Sea in Artisanal and Small-scale Fisheries in the South West Indian Ocean was held in Moroni, Union of the Comoros, from 12 to 14 December 2006. Forty-one experts from the South West Indian Ocean (SWIO) region including an expert from Sweden and representatives of FAO participated. The workshop was organized and implemented by the Fishing Technology Service of the FAO Fisheries and Aquaculture Department, in close collaboration with the FAO Subregional Office for Southern Africa. During the workshop, the results of the Study on safety at sea in artisanal and smallscale fisheries in the South West Indian Ocean, conducted in May 2006, were presented. In addition, seven experts from SWIOFC member States made presentations and took up matters affecting safety at sea in their countries. Experts from Grenada, Sweden and FAO made presentations on global and regional aspects of safety at sea that enriched the information provided to the delegates. The information presented was debated in four working groups on different themes covering fishing operations, data collection, legal framework and technology.

These guidelines have been produced to support implementation of the Code of Conduct for Responsible Fisheries with regard to safety at sea in the fisheries sector. Their purpose is to enable relevant authorities to develop and implement strategies aimed at improved safety, health and conditions of service at sea in capture fisheries and aquaculture operations. They apply to all commercial fishing activities, as well as activities at sea within the aquaculture sector. Furthermore, the principles therein, may also be applied to vessels engaged in fisheries research. However, while these guidelines are not directed at sport and recreational activities carried out within the aquatic environment, administrations responsible for such sectors may well take note of the safety and health issues therein. The guidelines contribute to Strategic Objective 5: Increase the resilience of livelihoods to threats and crises.

The Third Meeting of Regional Fishery Body Secretariats Network (RSN-3) was held in Rome, Italy, from 7 to 8 February 2011. It addressed many pressing issues relating to global and regional fisheries governance, including illegal, unreported and unregulated (IUU) fishing, overcapacity, the ecosystem approach to fisheries management, small-scale and inland fisheries and the outcomes of the twenty-ninth Session of FAO Committee on Fisheries (COFI) held in Rome during the previous week. Twenty-eight Regional Fishery Body (RFB) Secretariats were represented at the meeting with varying responsibilities over inland, coastal and marine fisheries and aquaculture, as well as four intergovernmental organizations. The meeting reached a number of conclusions regarding matters that merit the attention of RFBs, governments and FAO. The RSN also issued a Statement responding to unsubstantiated information that had been published about RFBs and elaborating the challenges and achievements of RFBs.

The second session of the Scientific Committee of the South West Indian Ocean Commission was attended by delegates from France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa, the United Republic of Tanzania and Yemen. Representatives of the Indian Ocean Tuna Commission (IOTC), the Swedish International Development Cooperation Agency (Sida), the South West Indian Ocean Fisheries Project (SWIOFP), the World Wildlife Fund for Nature (WWF) and the Western Indian Ocean Marine Scientists Association (WIOMSA) also attended as observers. The Scientific Committee examined the status of fisheries resources and considered the report of the Working Party on Fisheries Data and Statistics. It discussed recent fishery assessments, preparation of the next Conference on the contribution of fisheries development to the Millennium Development Goals, a workshop on interactions between sea turtles and shrimp fisheries, and informal working groups to address priority areas. It made recommendations for the consideration of the third session of the Commission. The next session will take place in Mozambique or alternatively in Madagascar in 2008.
