They are skilled in steam and furnace heating and give expert attention to ventilation and sanitation. It is the expectation Of the committee that at an early day the manual training schools will furnish our janitors. The recommendations Of this committee for assistants to principals for every building Of eight rooms or more should receive prompt approval. The committee on rules has performed much excellent work, in which it has had the approval Of the board. The competitive principle has been so extended as to apply to original appointment and promo tion in the special departments and kindergartens, thus placing all departments Of the schools, both regular and special, firmly upon a civil-service basis. This committee has also framed and the board has approved a compulsory school law for the District, which it is hoped Congress may adopt. The use Of trap rock for macadam purposes was continued during the past fiscal year, the stone being secured from the quarry owned by the District of Columbia at Dickerson, Md. This material has given increasing satisfaction, and while not in every case where used the cheapest available, yet its undoubted wearing quali ties justify the first cost as an economical expenditure. About cubic yards in all were used during the year. The labor of the chain gang was employed very advantageously throughout the year in grading various streets, avenues, and alleys (a detailed statement Of which is given in Table P), and in improving Rock Creek Park. The appropriation for the hire Of teams for. This work is unfortunately a little less than sufficient to maintain a proper force throughout the year. The grading itemized in Table P cost about cents (including foreman's pay) per cubic yard, and was therefore decidedly economical considering the average class of material moved and length of haul. AS a business proposition the appropriation for Grading streets, alleys, and roads should be increased from to and I so recommend.
