Sir: I have the honor to invite your attention to section 25 of the act of Congress, approved April 12, 1900 (31 Stat., 77), entitled "An act to provide revenue and a civil government for Porto Rico, and for other purposes," which provides as follows: "That the commissioner of education shall superintend public instruction throughout Porto Rico, and all disbursements on account thereof must be approved by him; and he shall perform such other duties as may be prescribed by law, and make such reports through the governor as may be required by the Commissioner of Education of the United States, which shall annually be transmitted to Congress."
