Public Administration and Public Policy A living democracy is “an environment that is changing, organic”, imperfect, inconsistent and teaming with values. Stewardship is emphasized because public administration is concerned with accountability and effective use of scarce resources and ultimately making the connection between the doing, the making and democratic values. More recently scholars claim that public administration has no generally accepted definition because the scope of the subject is so great and so debatable that it is easier to explain than define. Public administration is a field of study (i.e., a discipline) and an occupation. There is much disagreement about whether the study of public administration can properly be called a discipline, largely because of the debate over whether public administration is a subfield of political science or a subfield of administrative science. Scholar Donald Kettl is among those who view public administration as a subfield within political science. Public policy is the principled guide to action taken by the administrative executive branches of the state with regard to a class of issues in a manner consistent with law and institutional customs. In general, the foundation is the pertinent national and substantial constitutional law and implementing legislation such as the US Federal code. Further substrates include both judicial interpretations and regulations which are generally authorized by legislation. Shaping public policy is a complex and multifaceted process that involves the interplay of numerous individuals and interest groups competing and collaborating to influence policymakers to act in a particular way. These individuals and groups use a variety of tactics and tools to advance their aims, including advocating their positions publicly, attempting to educate supporters and opponents, and mobilizing allies on a particular issue. Often, the need for public policy develops over time. In the past, there might’ve been no way to prevent the problem from occurring, but with current technologies, a solution may appear. Public Policy is easier to establish when it affects smaller groups of people. This book is offered with the hope that it will be a constant companion for students of this subject.
