This audit of the accounts and financial statements of the Government of the Northwest Territories was done to express an opinion on the Government's consolidated financial statements. It provides financial statement issues, including the Government's cash position and hospital care for Indian and Inuit disputes; information on compliance with authorities issues, including over expenditures and non-compliance with investment policy; cash management of receipts, payments and cash on hand; purchasing, including employment contracts, contracts for computer goods and services and for legal services, and construction contracts; and other audit observations, including year-end spending, micro computer purchases, delays in financial statement preparation, ED&T's agreement with the NWT Development Corporation, and ED&T's Expo '92 forecast prepared with inadequate information.

"This audit focused on whether the Northwest Territories' Department of Municipal and Community Affairs adequately supported community governments' delivery of essential services the Department funded--drinking water, waste management, fire protection, and emergency preparedness. To assess whether the Department's support was adequate, we examined whether the Department monitored the provision of these essential services in communities across the Northwest Territories to know whether these services were being adequately delivered. We also examined whether the Department assisted communities in delivering essential services, including helping to mitigate risks where services were inadequate.
