The second session of the South West Indian Ocean Fisheries Commission was attended by delegates from Comoros, Kenya, Madagascar, the Republic of Maldives, Mauritius, Mozambique, Seychelles, Somalia, the United Republic of Tanzania and Yemen. Representatives of The World Conservation Union (IUCN), the Swedish Board of Fisheries, the South West Indian Ocean Fisheries Project (SWIOFP), the Regional Seas Program of the United Nations Environment Program (UNEP), the Oceanographic Research Institute (ORI), New Partnership for African Development (NEPAD) also attended the session as observers. The Commission noted the work undertaken since the first session, considered the report of the Scientific Committee, agreed on a set of recommendations, approved the establishment of Working Group on Fisheries Data and Statistics, and agreed to link with the South West Indian Ocean Fisheries Project (SWIOFP) through a Committee to be established within the Commission. The Commission will hold a regional conference on "Sustainable fisheries development and its contribution to the Millennium Development Goals" within two years; the key topics of the Conference were decided. The Commission agreed to renew its efforts to engage on-going national and regional monitoring, control and surveillance (MCS) activities and assist with a regional directory of MCS personnel. It elected a Bureau composed of Seychelles, Madagascar and Mozambique to steer the Commission intersessionally and at the third session which will take place in Seychelles in 2007.--Publisher's description.

Representatives of the African Union (AU-IBAR), Commission de l’océan Indien (COI), Common Market for Eastern and Southern Africa (COMESA), European Commission (EC), the German International Development Agency (GIZ), the Marine Stewardship Council (MSC), the Swedish University of Agricultural Sciences on behalf of the Swedish Inte rnational Development Cooperation Agency (SIDA), the World Bank (WB) and the Worldwide Fund for Nature (WWF) also attended the session as observers.The Commission noted the work since the sixth session with satisfaction, considered the report of the Scientific Committee and its recommendations, noted the positive outcomes of the Working Party on Collaboration and Cooperation in Tuna Fisheries, revised the SWIOFC Rules of Procedure, raised matters relating to the establishment of a SADC Regional Monitoring, Control and Surveillance centre in Maputo, discussed the inclusion of the regional component of the South West Indian Ocean Fisheries Governance and Growth project (SWIOFISH1) within the SWIOFC Secretariat, established a Steering Committee for the project, and approved SWIOFCs work programme. The Commission elected Madagascar (Chair), Maldives and Tanzania (Vice-Chairs) to steer the Commission intersessionally and at the eight session in Madagascar, in 2016.

This document is the final report of the Third Intergovernmental Consultation on the Establishment of a Southwest Indian Ocean Fisheries Commission, held in Nairobi, Kenya, from January 27-30 2004. For waters under the sovereignty of coastal States, the Consultation agreed that a regional body for the management and development of coastal fisheries, with advisory powers only, be set up under Article VI of the FAO Constitution. For the high seas, it agreed that there should be a separate instrument, outside of the FAO, with the power to take binding decisions on conservation and management measures. The Consultation recognized the right of involvement of coastal States in the high seas instrument and identified linkages between the proposed coastal State and the high seas arrangements. The Consultation also agreed on the draft text for a resolution to the FAO Council and for the statutes of a regional body for the management and development of coastal fisheries. Possible elements of a draft agreement for the high seas were briefly discussed.--Publisher's description.
