The Federal Highway Administration and the Minnesota Department of Transportation co-sponsored a demonstration to test how consumers would change their driving behavior if some of the fixed costs of owning and operating a car were to be converted to variable costs. One hundred and thirty participants were given devices that recorded mileage and time of travel. Prices per mile were assigned randomly to each participant, ranging from 5 cents per mile to 25 cents per mile. The findings indicate that per mile pricing does result in measurable, but small reductions in driving. The largest effect is on weekend driving and on peak weekday travel (as some participants were able to substitute mass transit for their vehicle). One key finding in this experiment is that those households that are willing to change their driving behavior will do so with low per mile cost incentives. On the other hand it was also determined that those households unable to change their behavior do not do so even under relatively higher cost incentives. Therefore, the marginal effect of per mile prices seems to drop off dramatically after some point in the lower range of prices.

A survey of Twin Cities Area residents probed interest in pay-as-you-drive (PAYD) concepts for leasing and insurance. While 25% of respondents indicated some interest in the concept of PAYD, interest dropped to 18% when given explicit choices. Respondents were most attracted to the concept of paying only for the miles they drive. Reasons cited for the lack of interest were the uncertainty of monthly costs, privacy concerns, and a dislike of leases in general. Most respondents believe the "fair" price per mile for the representative PAYD lease program they were presented was considerably less than the amount that reflected the actual cost of the miles. These findings indicate that PAYD products have appeal to a small, but not insignificant portion, of the population, and that PAYD programs will be most effective when they are designed to focus on specific sub-samples of the overall population.

In 2007 Minnesota legislature approved a 5,000,000 project in order to demonstrate technologies which will allow for the future replacement of the gas tax with a fuel-neutral mileage charge. The Minnesota Department of Transportation (MnDOT) organized a study to examine the implementation and operation of a mileage based user fee program (MBUF), which might allow for the supplementation or replacement of traditional gas taxes. The primary objectives of the study were to: assess the feasibility of using consumer devices for implementing Connected Vehicle and MBUF applications. These applications included localized in-vehicle signing for improving safety, especially for rural areas, and the demonstration of the proposed Connected Vehicle approach for providing location-specific traveler information and collecting vehicle probe data. The study consisted of 500 voluntary participants, equipped with an in-vehicle system comprised of entirely commercially available components, primarily a smartphone using an application capable of tracking participant vehicle trips. Successfully meeting its primary objectives, the system was capable of assigning variable mileage fees determined by user location or time of day, as well as presenting in-vehicle safety notifications which had measureable effect on the participants driving habits. MnDOT contracted the company Battelle to develop and field the systems in this study. This document is the final report from Battelle, providing details for the development of the project systems, as well as the organization and operation of the participant study.
