Excerpt from Report of Commissioners Appointed to Ascertain the Rights of the State and of Riparian Owners to the Lands Lying Under Water In view of the delicacy of the responsibility implied by the above considerations we found it would not be advisable to attempt within the year to accomplish all that the act under which we were appointed contemplates. The first section above recited embraces the extensive range of shore, probably the most valuable in the State, from the Rock land count line to Constable's Hook, thence along the Kill Von Kull to Bergen oint and both sides of N ewark Bay, thence continuing down Arthur's Kill to Perth Amboy, and along the long reach of Baritan Bay, besides an important district of the Delaware opposite Philadelphia. It is manifest that much more than one season is needed to accomplish all this. We have limited ourselves exclusively to the districts which seemed most to need immediate attention on account of several enterprises for improvements therein being actually begun or in contemplation. Excerpt from Report of the Commissioners on Investigation of Water Supply: Feb; 15, 1883 You will naturally ask why the water of Basin No. 2 on Sudbury river should be good this fall, while Nos. 1 and 3 were bad. It differs from them in that its banks are steep and there are no extensive mud-shoals to be ex posed when the water is partially drawn off. It is a small basin, supplied by the considerable amount of good water owing in Sudbury river. The steep banks have been effectively washed down to the clean gravel, and it has been kept full except for a short time in the early part of last summer. I do not discuss the theories advanced by able men as to the causes of trouble, for I admit that all, save the fish story, have an abundance of evidence to support them. But I do claim that they each depend on the organic matter taken up in the basins decomposing and furnishing nourish ment for the many forms of noxious life found in our water, and which imparts to its taste, smell, and color by their decomposition.
