The Sexual Offences Act 2003 came into force in May 2004. The Committee's report examines the draft guideline on the Act which was published by the Sentencing Guidelines Council in June 2006, setting out a detailed and complex consideration of all the offences in the legislation. Overall, the Committee welcomes the draft guideline, recognising both its flexibility and the way it reflects the spirit of the Act. However, it goes on to note that it has been severely limited in its ability to consult on and consider this draft guideline, given its complexity and length and the timetable allowed, and therefore its scrutiny has had to be limited to a number of specific issues.
