Two computerized data bases, (a) structure-description and (b) damage and repair, were compiled. The structure-description data base contains basic information (location, category, age, purpose, etc.) on 766 projects. The damage and repair data base contains information on the current condition of the concrete in the Corps' civil works structures as determined through detailed reviews of over 2000 periodic inspection reports. To assist in the analysis, a number of computer programs were developed to manipulate and search the data bases. This analysis concentrated on the types of deficiencies observed, the cause (if reported), location within the structure, and degree of damage. Also, if the deficiency had been repaired, the material or technique or boh that were used and the performance were analyzed. This identification and assessment of problems relating to evaluation, maintenance, and repair of concrete will provide guidance in developing and establishing priorities for research in the Repair, Evaluation, Maintenance, and Rehabilitation (REMR) Research Program. All civil works structures must be continually evaluated for structural safety, stability, and operational adequacy. This is particularly true for underwater structures partially because it is more difficult to establish existing damages than it is for structures above the water; and partially because the underwater failure of many structures, such as dams, can produce very serious loss of lives and property. The overall objective of this report is to present organized information essential to the evaluation and monitoring of the engineering condition needed for continued safety of underwater civil works structures. Specific objectives are: (a) to summarize the typical types of deterioration that occur in underwater concreate structures; (b) to provide engineering guidelines for inspecting the condition of underwater structures: and (c) to provide guidelines for interpreting inspection data. As recommended in the report, the inspection and evaluation of the engineering condition of underwater structures are preceded by a comprehensive review of the design of the structure and the construction techniques and materials used as well as its operation and maintenance history. Information is obtained from available engineering data on the structure and from onsite investigation. This report summarizes these activities, pertinent inspection procedures and techniques, and methods of evaluation used by the Corps of Engineers and the US Army Engineer Waterways Experiment Station.
