Excerpt from Remarks on Slavery and Emancipation Ejects of Slavery. I shall now Slightly speak of some Of the effects of slavery, which, though apparently indi rect, are necessary. We have seen how carefully all mental improvement was guarded against in the slave; and also how Slight was the protection of his person. His morals are not better cared for. Honesty is, to be sure, cherished, 01 may be presumed to be; although where temptation is all around, and the sanctions Of any virtue are so slight, this one cannot be secure. Another, quite as important to the character, though not to the master's interest, has less protection; that is chastity. It is perhaps idle to Speak Of what there is so little pretence of regarding. The domestic relations of the slave have no protection whatever in the law, and in practice, it' is nearly the same thing. The ceremony of marriage is sometimes performed by a clergyman or a justice, but quite as Often there is no farther preliminary to male and female living together, than simply taking each other's word, which is not thought very binding, for they divorce and marry again at pleasure. Excerpt from Remarks Upon a Plan for the Total Abolition of Slavery in the United States An era is now approaching for the accomplishment of this important object, which, from the nature of things, can never so conveniently occur again. The anticipated national fund of surplus revenue seems now to have become a subject of great consideration throughout the union, and the curtailment and distribution of it, a source of much excitement. The southern portion of the United states strenuously contend that the surplus revenue, raised through the instrumentality of the Tariff, after a sufficiency to defray the expenses of government, is unconstitutional, and materially detrimental to them; they therefore formidably protest against it. The manufacturers, and other large classes of the north, finding the Tariff very beneficial, contend with equal zeal for its continuance. This subject has brought the two great southern and northern interests into an unfortunate collision, producing much agitation. According to the restrictive principles of foreign trade, injuriously operating upon us, it is difficult to say how far we are not obliged to keep up a counteracting policy, consistent with the dignity of our country, without being obliged to raise more revenue than is merely necessary for the expenses of government; if this is unavoidable, it then becomes important to so dispose of the surplus revenue as may be least objectionable to all parties, and best calculated to allay the unhappy controversies existing in the country. Excerpt from Emancipation in Louisiana: Speech I have been arraigned here as attempting to menace this Conven tion by some authority of the Commanding General. I repel all such insinuations as false and groundless, but I repeat, that in my Opinion, gentlemen, members of this' Convention cannot stand up here and argue in favor of slavery in any form, without committing moral perjury. That is what I said, and to that I shall adhere. (applause) Mr. President, the gentleman from the Fifth District [mr Abell] has seen fit to make a long argument to overthrow my asser tion that slavery does not exist in the State of Louisiana. I say that assertion is literally true, that there is not a slave in the State of Louisiana to-day. There is no slavery, and can be none without the presence of physical power to enforce the'obedience of the slave to his master. That is an indispensable element of slavery, with out which it cannot exist. I ask the gentleman, where is the force today to compel the labor of the slave in this State Where 'is the auction-block? Where is the lash? Where is the power of the master to whip his slave and to enforce his will? The auction block has disappeared in the light of the new civilization that has dawned upon us the slave marts, where human beings were crowded together like cattle, thank God! Is no more among us and the lash has been abolished - first by the great law' of necessity, and secondly by the proclamation of military power.
