This report presents the results of a study to develop basic relationships capable of determining and predicting the acquisition costs attributable to equipment reliability. The study is based on data derived during the development phase of equipment acquisition. The relationships, including incremental reliability gain related to incremental reliability cost, were developed using data from two manufacturers on ten equipments covering three reliability environments. The equipments cover a span of end use airborne and space environments. The reliability elements analyzed in the study are the reliability design program (includes prediction, failure mode and effect analysis, and design reviews); the reliability parts program (includes parts screening specification, parts standardization and control, and vendor control); and the reliability testing program (includes evaluation testing, equipment environmental screening, and reliability demonstration testing). To develop the relationships, two linear models were hypothesized. The first model relates resultant equipment reliability, the reliability costs and the equipment complexity. The second model relates incremental reliability element gain to reliability element cost. Detailed discussions of data collection and analysis efforts along with step-by-step procedures for using the modeling results are presented in the report. Contraints and precautions to be applied in using the equational relationships are also included.

"This thesis aims to develop a reliability-based life-cycle cost model for systems of engineering elements. Acquisition cost, maintenance cost, and energy cost are addressed as three major categories of the life-cycle cost. The salvage value and the disposal cost are outside of the scope of this research. A procedure is proposed for acquisition cost modelling of engineering elements. As a first step, the influence of resizing, material type, manufacturing process, and duty cycle (performance) of the element on its reliability is studied. Next, the correlation of the acquisition cost with the aforementioned parameters is established. Finally, by eliminating the size factor, a relationship is established between the acquisition cost, the performance, the reliability, and the material properties of the element. The proposed procedure is used to develop the cost-performance-reliability (CPR) model of gears, rolling bearings, and electrical insulations. The gear and bearing CPR models accurately predict the catalog prices of original equipment manufacturers for a wide size range. The CPR model of gears and bearings are coupled to develop the system-level gearbox CPR model, which is used in the cost reduction and the reliability allocation of a one-speed gearbox. The electric motor CPR model is established by coupling the component-level CPR models of bearings and insulation. The failure probability distribution function of an arbitrary element is used as the kernel for developing a maintenance cost model for the element. The time value of money is incorporated to calculate the net present value of the maintenance cost. The model is developed for a post-failure and two preventive maintenance scenarios. The previous maintenance costmodels are generalized by eliminating their embedded assumptions of high reliability and zero inflation rate. This extension improves the accuracy of the maintenance cost models for low-reliability elements in a market where the inflation rate is not negligible. Next, considering a case where the life-cycle cost is the sum of the acquisition cost and maintenance cost, the CPR models of gears and bearings, as well as the developed maintenance cost model are used to explore the design space and reduce the life-cycle cost of gears, bearings, and a one-speed gearbox under different maintenance strategies. Finally, the CPR and maintenance cost models developed here are used in the reliability and the life-cycle cost analysis of the powertrain of a battery electric step van. The powertrain is composed of a single-speed gearbox, an electric motor, and a battery pack. The design variables are the size of the gears and bearings of the gearbox, and the electric motor's bearing size. The design objective is to reduce the life-cycle cost while meeting specified performance requirements. The results show that setting component-level reliability constraints on individual elements rules out some regions of the design space. By relaxing the component-level reliability constraints, it is possible to find solutions with lower life-cycle cost and higher system-level reliability. This conclusion suggests a design paradigm shift: component-level reliability should be considered as a design variable rather than a design objective." --

In 2012, the National Defense Authorization Act (NDAA), section 818, outlined new requirements for industry to serve as the lead in averting counterfeits in the defense supply chain. Subsequently, the House Armed Services Committee, in its report on the Fiscal Year 2016 NDAA, noted that the pending sale of IBM's microprocessor fabrication facilities to Global Foundries created uncertainty about future access of the United States to trusted state-of-the-art microelectronic components and directed the Comptroller General to assess the Department of Defense's (DoD's) actions and measures to address this threat. In this context, the National Academies of Sciences, Engineering, and Medicine convened a workshop to facilitate an open dialogue with leading industry, academic, and government experts to (1) define the current technological and policy challenges with maintaining a reliable and secure source of microelectronic components; (2) review the current state of acquisition processes within the Air Force for acquiring reliable and secure microelectronic components; and (3) explore options for possible business models within the national security complex that would be relevant for the Air Force acquisition community. This publication summarizes the results of the workshop.

The purpose of this study was to review the impact of the DOD policy requiring Independent Cost Analyses (ICA). The study consisted of interviews with selected acquisition and cost analysis managers as well as a review of the current literature, including US General Accounting Office reports. Increased system costs have been attributed to poor cost estimating. Since the inception of ICAs, cost growth has been reduced. This reduction would seem to result from the increased emphasis on cost estimates directly related to the high visibility given to the ICA. The study concludes the program manager can use the ICA to offset stresses inimical to his program, and notwithstanding the continued need for better estimating, major improvements in cost control will now have to come from other areas of management.
