Explaining how the legacy of colonialism and the nature of the liberal economy play a significant role in the development of Africa today, keeping Africa poor and dependent, this book explains how trade liberalization, deregulation, and privatization had opened doors for the New Scramble for Africa. Green technology and the high demand for electronics have intensified Africa’s role as a supplier of raw materials, natural resources, and cheap labor and as a large market of more than one billion people in the global economy. This unique ethnographic study, with elements of autoethnography, starts with the author's journey to Bulyanhulu, Tanzania, one of the largest gold mines in Africa, and moves to a broader analysis that reveals the systemic violence of resource extraction. Focus groups, interviews, and observations demonstrate the lack of distributive justice and intersectional equality in the process of land acquisition and resource extraction, described by villagers in racialized and gendered terms as exploitative and part of a racist system that fails to provide a fair distribution of benefits to local people. Recolonizing Africa examines resource conflicts among local people, governments, and transnational corporations from Europe, North America, and Asia, revealing how global systemic violence and irresponsible business practices precipitate economic inequality between African and financially rich nations – threatening peace and security, indigenous rights, and the environment.

Despite the unprecedented gravity of the challenges posed by global warming, most political systems have not given them the required priority. The oil industry has resisted, and many countries have taken only token measures to reduce emissions and mitigate the worst effects. In this context, this book examines the progressive options available to today’s developing countries as they face the limitations of neoliberalism and the existential challenge of global warming. Examining the cases of both low-income fossil fuel-dependent economies and large middle-income economies, this book argues that for all developing economies the best way forward includes ‘green’ macroeconomic policies articulated with progressive industrial and social policies, thus allowing these countries to achieve economic diversification, build alternative drivers of growth, and deliver improvements in the distribution of income, wealth and power. There is urgent need for this progressive policy agenda - grounded on heterodox economics, committed to social integration and the reduction of multiple inequalities - to improve the economic outcomes for these countries, improve the lives of citizens and meet global climate targets. The book argues that capitalism challenges the possibility of free and dignified existence while climate change challenges the possibility of life itself, and that these challenges must be confronted together. Since neoliberal capitalism will not adopt the necessary policies to reduce carbon emissions rapidly, it must be overthrown – not only for ethical or logical reasons, or to shift to better arrangements for the functioning of society, but in order to preserve the conditions for life itself. The African Continental Free Trade Area (AfCFTA) agreement will create the largest free trade area in the world, measured by the number of countries participating. The pact will connect 1.3 billion people across 55 countries with a combined GDP valued at $3.4 trillion. It has the potential to lift 30 million people out of extreme poverty by 2035. But achieving its full potential will depend on putting in place significant policy reforms and trade facilitation measures. The scope of the agreement is considerable. It will reduce tariffs among member countries and cover policy areas, such as trade facilitation and services, as well as regulatory measures, such as sanitary standards and technical barriers to trade. It will complement existing subregional economic communities and trade agreements by offering a continent-wide regulatory framework and by regulating policy areas—such as investment and intellectual property rights protection—that have not been covered in most subregional agreements. The African Continental Free Trade Area: Economic and Distributional Effects quantifies the long-term implications of the agreement for growth, trade, poverty reduction, and employment. Its analysis goes beyond that in previous studies that have largely focused on tariff and nontariff barriers in goods—by including the effects of services and trade facilitation measures, as well as the distributional impacts on poverty, employment, and wages of female and male workers. It is designed to guide policy makers as they develop and implement the extensive range of reforms needed to realize the substantial rewards that the agreement offers. The analysis shows that full implementation of AfCFTA could boost income by 7 percent, or nearly $450 billion, in 2014 prices and market exchange rates. The agreement would also significantly expand African trade—particularly intraregional trade in manufacturing. In addition, it would increase employment opportunities and wages for unskilled workers and help close the wage gap between men and women.
