This Storm Water Pollution Prevention Management Plan (SWPPMP) has been prepared as part of the United States Air Force (USAF) group permit application. This Plan includes all the components of a storm water pollution prevention plan as outlined in USEPA guidance for general permit holders. Pacific Environmental Services, Inc. (PES) prepared this SWPPMP for Scott AFB through PES' contract with the USAF Armstrong Laboratory. Section 1 provides an introduction to the SWPPMP while Section 2 addresses organizational responsibilities; consisting of a description of the storm water management team at Scott AFB and implementation procedures to be followed. Section 3 presents the general characteristics of Scott AFB, including site history, topography, and general management of the SWPPMP. This section also includes a description of each drainage area and outfall with regard to industrial activities and potential sources of storm water pollution. Section 4 summarizes the storm water cross-connections identified under this work assignment. Section 5 describes the management practices for storm water pollution prevention, including process modifications and structural controls. The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
