Eyal Tevet is a researcher in the Department of Sociology, Political Science, and Communications at the Open University, Israel. Varda Shiffer is Senior Research Fellow at The Van Leer Jerusalem Institute, Israel. Her research focuses on privatization and regulation in the Israeli education system and, since 2013, she has been director of the program for developing models of collaborative governance in local authorities. Dr Shiffer was previously President of the Mandel Foundation, Israel, and founded the Mandel Center for Leadership in the Negev. Itzhak Galnoor is Herbert Samuel Professor of Political Science (Emeritus) at the Hebrew University of Jerusalem, Israel, and Senior Research Fellow at The Van Leer Jerusalem Institute.
