Baku, the capital of Azerbaijan and formerly part of the Russian Empire and Soviet Union, is the original oil city, with oil and urbanism thoroughly intertwined--economically, politically, and physical--in the city's fabric. Baku saw its first oil boom in the late nineteenth century, driven by the Russian branch of the Nobel family modernizing the oil fields around Baku as local oil barons poured their new wealth into building a cosmopolitan city center. During the Soviet period, Baku became the site of an urban experiment: the shaping of an oil city of socialist man. That project included Neft Dashlari, a city built on trestles in the Caspian Sea and designed to house thousands of workers, schools, shops, gardens, clinics, and cinemas as well as 2,000 oil rigs, pipelines, and collecting stations. After centuries of neglect, the land transport corridors connecting Asia and Europe are on the brink of a rebirth. From practically nothing, a revived network of these land corridors is likely to lead to a considerable share of the freight revenues being generated by the increased trade between Asia and Europe. That is why there is fierce competition among the major players for control in shaping the Asia-Europe railway transport corridors. However, there are also new and exciting possibilities for cooperation among the various players. We will extensively examine and evaluate the transport corridors linking Asia and Europe. The Baku-Tbilisi-Kars railway project will be assessed from the perspectives of the three countries involved: Azerbaijan, Georgia and Turkey. It has been shown that the railroad will economically strengthen the region and better integrate the three host countries into international transport corridors. The Baku-Tbilisi-Kars railroad will certainly play a key role in helping to revive the Silk Road connection, thereby creating common interests and facilitating the transformation of the region. The BTK transport corridor will not only stimulate the economies of the countries involved but help wean them their off oil-dependence and restore their rightful place as major commercial hubs along the once-legendary Silk Road. The attraction of direct foreign investment and establishment of partnerships between the public and private sectors are key issues that will be explored in-depth in this book. By 2025, the region is expected to become a prosperous financial sector and transit area; a comprehensive strategy to that end which incorporates the principles of sustainable growth is being formulated by the countries involved.

The issue of capital city relocation is a topic of debate for more than forty countries across the world. In this first book to discuss the issue, Vadim Rossman offers an in-depth analysis of the subject, highlighting the global trends and the key factors that motivate different countries to consider such projects, analyzing the outcomes and drawing lessons from recent capital city transfers worldwide for governments and policy-makers. Capital Cities studies the approaches and the methodologies that inform such decisions and debates. Special attention is given to the study of the universal patterns of relocation and patterns specific to particular continents and mega-regions and particular political regimes. The study emphasizes the role of capital city transfers in the context of nation- and state-building and offers a new framework for thinking about capital cities, identifying six strategies that drive these decisions, representing the economic, political, geographic, cultural and security considerations. Confronting the popular hyper-critical attitudes towards new designed capital cities, Vadim Rossman shows the complex motives that underlie the proposals and the important role that new capitals might play in conflict resolution in the context of ethnic, religious and regional rivalries and federalist transformations of the state, and is seeking to identify the success and failure factors and more efficient implementation strategies.
