Regional Disparities has always remained a serious matter of concern. It is well know that in a large country like India, blessed with different regions and with various factor endowments like natural resources, human resources and knowledge would result in dissimilar growth path over time. Most of the economic activities were carried in few metropolitan cities keeping the other areas in the backwaters of underdevelopment. Not only marked disparities in economic development at the state level existed, but in fact all the states were characterised by sharp intra-regional disparities. Removal of regional disparities and establishment of regional development in the country was one of the objectives of economic planning and the policy makers always strive hard to achieve the objective of balanced regional development. The fifth five year plan 1974-79 and sixth five year plan 1980-85 emphasised the need for regional planning to reduce inter-district and intra-district imbalances in all the states of the country including Karnataka. The planning commission set up a National Committee on the development of backward areas (1978-1981). Further, in order to redress the imbalances between North and South Karnataka, a High Power Committee for Redressal of Regional Imbalances [HPC FRRI] in October 2000 was set up. The Special Development plan and the Backward Region Grant Fund are the major programmes to reduce the regional imbalances; these efforts have led to an increased in the levels of economic and human development in most backward and more backward taluks. Since, literacy plays an important role in overall development of a human being and studies revealed that there is a positive correlation between literacy rate and human development, income level, health, information, confidence, dignity, empowerment and independence. Therefore, on the one hand there is an urgent need for reduction in the disparities in literacy level and on the other there is a need to improve the overall literacy level. All the states including Karnataka have given special prominence to education, which has been an integral part of economic planning. However, disparities in literacy level still exists and the conditions in backward districts still worse. Against this background the present study discusses some important perspectives on the regional disparities in literacy rate existing in Karnataka. The objectives of the study are; to understand the magnitude of district wise, gender wise and region wise disparity in literacy rate in Karnataka; To highlight the measures taken by the government to address regional disparity; To suggest suitable policy alternatives. The paper is based on the secondary sources of data and it was gathered from publications of state and central government for different time periods, journals, books etc.

This paper studies growth determinants in 12 Latin American countries during the period 1950-85. In a simple growth accounting framework, the share of labor in income is found to be lower in the sample group than in developed countries, while factor productivity growth accounts for a larger proportion of growth in the fastest growing countries in the sample. Using panel data, macroeconomic stability is found to play, in addition to investment (physical and human), a crucial role in growth. To a lesser extent, growth is negatively correlated with government consumption and political instability. The terms of trade appear to have no significant effect on growth.
