Within the context of regional integration, comparative regionalism, organizational change, and regional security literatures, this book investigates three cases wherein regional economic organizations were confronted with conventional security threats: the 1978-91 Association of Southeast Asian Nations-Vietnam Standoff, the 1990 Economic Community of West Africa-Liberian Civil War Challenge, and the 1990-91 European Communities-Balkans Crisis. While the literature suggests multiple possible explanations for regional economic organizations’ response to these security challenges, including systemic and power-related factors, organizational factors and functional needs, and cognitive and social factors, the author argues that the decision to transform a regional economic organization into a conventional security actor is most influenced by decision makers’ perceptions of threat and functional necessity.

This book aims to examine the conceptions and practices of security adopted by Regional Organisations (ROs) across the globe. Since the end of the Cold War, there has been an increased focus on regions as a relevant realm for security, with actors within regional contexts identifying a significant degree of interdependency between one another. As a consequence, international security has taken on a distinct regionally institutionalised character, as seen by the increase in calls for greater utilisation of ‘Chapter VIII: Regional Arrangements’ of the UN, in order to create a devolved UN-led system of global security management. However, the idea of a system of global security management is a remote prospect, because divergence seems to be as important as commonality in terms of regional security. In light of the above, Regional Organisations and Security analyses the primary ROs that are active in Africa, Asia, Eurasia, the Middle East and South America. The findings of individual case studies are compiled to highlight disparities and similarities in how security is seen, prioritised, understood, practised, managed and implemented across regions. ​The connections between trade and security are hardly new. Analysts and practitioners have clearly recognized this interrelationship since the mercantilist arguments of the 16th and 17th centuries. Despite wishful economic liberal thinking that might prefer to separate the political from the economic, it is widely recognized that trade and security are fundamentally interconnected in the foreign policy of states. Over time, as new forms of trade policy have come into being and the international security environment has evolved, the nexus of these two spheres has grown more complex and scholars have struggled to understand their interconnection This edited volume addresses linkages between trade and security by examining the influence of security factors in driving trade policy measures and the corresponding implications of different types of trade arrangements for international security. Ultimately, the project shows that several elements—traditional economic factors, traditional security factors, and human security factors—can affect the development of trade agreements and unilateral policies, and that trade policies may have both a direct and an indirect effect on traditional and human security.
