The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. This book outlines challenges to the effective operation of regional economic communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Focussing on inadequate technical capabilities, the complicity of state and non-state actors in conflicts within a region, the domestic politics of member states, it additionally addresses related theories and practices of peacekeeping, security, development, and the peacebuilding nexus. It also engages provisioning, regionalism, and regional peacekeeping interventions, the legal and institutional framework of RECs, and civil society and peacebuilding. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. This book concerns the United Nations’ peacemaking, peacekeeping, peace-building, and post-conflict reconstruction efforts in Africa from 1960 to 2021. African states have responded to the challenges of the post-Cold War international system mostly by collectively promoting subregional and continental-wide initiatives in conflict resolution and peacebuilding. Admittedly, the existence of many violent conflicts in Africa, as well as their 'domino' effects at the sub-regional level, contributed significantly to the growing desire for collective security systems and conflict management mechanisms. The broadening of the role and functions of African regional organisations to include responsibility for peacebuilding and conflict management generally adds credence to the efficacy of regional integration. Many issues, however, present themselves in the engagement of RECs with the peacebuilding process in Africa. Although primarily set up to promote economic integration, Africa's RECs have increasingly taken up a prominent role in conflict resolution and peace support operations, as evident in the recent peace processes in Burundi, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Mali, Cote d'Ivoire, Zimbabwe, Mali, Congo DRC, Sudan, and South Sudan, among others. In spite of the challenges they face, RECs are capable of playing important roles with regard to peace mediation, peacekeeping and peacebuilding.
