This is a summary of discussion on refugee aid and development held at an informal meeting of state members of the Executive Committee of the High Commissioner's Programme. Remarks concerned roles of host countries, governmental and non-governmental agencies, aid donors and receivers, and the Office of the High Commissioner in development programmes. It was felt that refugees should not be treated as a group apart in local development. Early refugee self-help should be planned for even in temporary asylum situations. In the planning of refugee aid, it was felt that inter-agency modalities of cooperation should be defined, however difficult that may be. The High Commissioner was asked and agreed to discuss this problem with organization. It was also proposed that a working group be established to link ICARA II issues with development projects. It would be composed of Executive Committee members and ICARA involved member and interested non-member governments. Conclusions formed at the meeting were : that UNHCR is not to assume the role of development agency but that the High Commissioner should be a catalyst and coordinator of development projects; that, for example, UNHCR, in consultation with the host country, could invite a developmental agency to propose a project in place and see it through, though it would be implemented by the host country; that low-income countries should plan projects for their refugee areas as this could attract increased development aid or credit possibilities; that UNHCR should encourage development projects in countries of origin as this might encourage voluntary repatriation; that closer cooperation between refugee services and development aid services is essential, and that donors and donor organizations should re-examine their allocations criteria to give priority to low-income countries with a large influx of refugees.

This paper looks at the link between refugee aid and development. The author begins by examining various definitions of refugees and the roots of refugee situations. The second chapter looks at refugees and development, the background and current issues. Of particular importance for the study are two conferences held under the auspices of the UNHCR - the International Conference on Assistance to Refugees in Africa (ICARA I and II). Short sections deal with durable solutions and burden-sharing. In the third chapter, the author examines the refugee situation in the Horn of Africa, in general, and in each of the four countries specifically: Sudan, Somalia, Ethiopia and Djibouti. Having discussed these specific areas, the author then treats the conceptual problem of the conditions for successfully linking refugee aid and development, and how these conditions may apply to the Horn of Africa. The final chapter is again specific and relates the conceptual framework developed to three case studies of organized rural settlements: Qala en Nahal and Karkora in eastern Sudan; and the Jalalaqsi reforestation project in Somalia.
