This book is about unequal development and labour in Brazil, with particular reference to the economic and social development of the Northeast region, which has suffered persistent disadvantage. A presente tese de doutorado estuda as relações entre território, políticas públicas e trajetórias de desenvolvimento em determinado espaço rural. Pretende-se conhecer as novas estratégias adotadas para a implantação das Políticas Públicas de desenvolvimento rural e em que medida estão contribuindo para materializar os processos de desenvolvimento com enfoque territorial no âmbito do território do Alto Oeste do Rio Grande do Norte (Brasil). As idéias que motivaram esta pesquisa surgiram desde perguntas até problemas mais gerais sobre as relações entre as pretenções teóricas das políticas públicas de desenvolvimento rural com enfoque territorial e a incidência dessas políticas na realidade da população rural, especialmente em territórios com carências socio-econômicas e político-institucionais, como é o Alto Oeste do Rio Grande do Norte. As linhas gerais do estudo se organizaram em torno de duas partes. A primeira analisou aspectos essenciais sobre desenvolvimento desde a perspectiva teórica, estendendo o debate para o âmbito rural e territorial, assim como sobre as trajetórias seguidas pelas políticas públicas de desenvolvimento rural para legitimar o enfoque territorial no âmbito na União Européia, na América Latina e no Brasil. A segunda parte da tese se refere à análise empírica. Foram analisados os seguintes aspectos: a valorização dos atores locais sobre as políticas públicas para o espaço rural, considerando especialmente, os elementos potencializadores para a transição ao enfoque territorial; as relações institucionais e as características das ações coletivas para gestão das políticas de desenvolvimento na área de estudo e, por último, o papel das políticas públicas nas estratégias de diversificação das atividades dos agricultores familiares. Desde a perspectiva qualitativa, foram solicitadas informações por meio de entrevistas e questionários aos atores do território. Os resultados do estudo revelam que existe um processo de criação (ainda lento) de cultura comum de planejamento com enfoque territorial nas políticas públicas de desenvolvimento rural, especialmente no âmbito das instituições públicas federais. No entanto, esse fenômeno não é generalizado. No Alto Oeste do Rio Grande do Norte, as trajetórias para a incorporação do enfoque territorial nas intervenções das políticas públicas de desenvolvimento rural têm sido lentas e desiguais, encontrando dificuldades nas instituições estaduais e municipais. Existe enorme vazio entre a aprovação das políticas e programas e seu posterior desenvolvimento. De modo geral, as trajetórias adotadas pelos modelos de intervenção no território pouco tem gerado uma cultura que valorize iniciativas integradas (em diferentes ações) e que aproveitam, inclusive, as capacidades locais como objetivos primários das políticas com enfoque territorial. Além disso, a falta de colaboração e relações entre os atores do território, bem como o pouco conhecimento da população local sobre as ações e os programas, são alguns dos entraves para legitimar o enfoque territorial no Alto Oeste.
