Based on eight monographs presented and discussed at a working meeting of the International Institute for Educational Planning (IIEP) in 1977, this summational report is intended to be used by educational planners for a reduction of regional disparities through school network reorganization and improvements in educational service. Part I discusses the regional approach to the problem of educational disparities with reference to countries such as Thailand and Kenya, identifying both interregional and intraregional disparities. Part II establishes criteria for measuring disparities, beginning with such commonly used indicators as quantitative expansion of the education system and efficiency of educational service, and demonstrating three different types of evaluative analysis: evolution of disparities in time; evolution of disparities at different levels of the education system; and the relation between educational, economic, and social disparities. Part II also includes a proposed classification of educational indicators for analytical purposes. While part III focuses on disparities in educational access, school progress, and scholastic achievement, part IV reviews measures currently envisaged by governments for reducing regional disparities and discusses their implications for educational planning. Four lengthy papers and an introduction discuss case studies of regional disparities in educational development in Cameroon, Madagascar, Kenya, Tanzania, and Thailand. In considering the specific political and socioeconomic contexts of these countries, the papers focus on methods of both analyzing the causes of disparities and reducing the resultant inequalities. The introduction by the two editors summarizes the papers and the issues involved. The causes of rural/urban educational inequalities are multiple and diverse, and their analysis requires multi-disciplinary, longitudinal research. In this Polish study, preliminary examination of macrostatistical data on rural/urban disparities revealed the limitations of dichotomous analysis. In a broad, in-depth approach designed to develop a realistic continuum of community types, researchers lived and worked in two field research stations for 2- to 3-year periods, and a network of 49 teachers and correspondents provided data from their village schools. In total, data about 7,000 students were investigated over a 12-year period. The results demonstrate the interrelationships among educational inequalities and social inequalities. They also demonstrate the need to analyze inequalities on national, regional, and local levels. The study includes 38 statistical tables, 7 diagrams and graphs, 9 maps, an appendix outlining the principles of point setting in formulating starting and achievement level indices, and a selected bibliography containing 19 Polish, 4 French, and 8 English items.
