Approximately 25,000 miles of the roadway system maintained by the Pennsylvania Department of Transportation are classified as low-volume collector or access roads. In many instances the condition of these roadways can no longer be significantly improved by routine maintenance, and thus major rehabilitation is warranted. The existing surface and base course materials on these roadways represent an investment by the Pennsylvania Department of Transportation. The development of a reliable and predictable procedure to utilize this existing roadway material to the best advantage would be valuable in extending the mileage that can be rehabilitated with existing resources. Cold-recycling is a potentially cost-effective procedure for reconstructing these low-volume roads. Two roadways were cold-recycled in place during 1985-1986 using emulsion and cement/fly ash stabilization. The mixture design, construction operations and performance of these roads were monitored as part of this project.
