In March 2001, the Government set up the Postal Services Commission (Postcomm) to regulate the postal services market in the UK, in order to ensure the provision of a universal postal service and to promote effective competition and safeguard the interests of customers. Following on from an earlier NAO report (HCP 521, session 2001-02 (ISBN 0102913595) published in January 2002, this report examines developments in regulating the quality of service, focusing on the issue of price setting. The report finds that Postcomm has put in place service quality targets to protect the customer, and Royal Mail's performance against its targets has been improving since regulation was introduced. A number of recommendations are made to help improve the quality of service regime, including i) developing the information systems needed to provide a validation system for universal service failure reporting and to monitor collection and delivery times; and ii) monitoring the development of competition in the postal sector.

The anthrax attacks in fall 2001 spurred an extensive and costly decontamination effort where many decisions had to be made about which sites required cleanup, what method to use, how to determine the effectiveness of the cleanup, and how "clean" the building had to be for reoccupation. As part of a project funded by the U.S. Department of Homeland Security (DHS), and managed by Lawrence Livermore National Laboratory, the National Research Council was asked to consider the criteria that must be met for a cleanup to be declared successful, allowing the reoccupation of a facility. The report finds that efficiently sampling and characterizing a pathogen is critical for choosing the best remediation strategy. However, there should be no universal standard for deciding when a building is safe to re-enter because varying pathogen amounts and characteristics could require different strategies. The report offers a flowchart for decision-makers that includes questions about the characteristics of the pathogen; how far it has spread; whether it is transmissible between humans; and how long it will survive to pose a threat. The report also recommends that a risk-assessment approach be adopted as part of a strategy for achieving a "socially acceptable" standard for cleanup.

The book explores ways in which the formal methods of linguistics can cast light on the structure of verbal interaction, and in particular considers how successive utterances cohere together in continuous spoken discourse. Beginning with an earlier model of discourse analysis elaborated to deal with teacher-pupil interaction in the classroom, it then reviews attempts to extend this model to a variety of discourses such as committee talk, doctor-patient interviews, broadcast discussions and the monologue of lectures. The extension of the original model to other situations has prompted a number of innovations and additional insights which are expounded in a series of contributions linked by complimentary themes. There are contributions on the role of intonation and of kinetics in discourse analysis; explorations of the problems of the analytic category ‘sentence’ and of the problems raised by casual conversation; and there is extended discussion of the structural properties underlying exchanges of utterances. The book moves easily between data and theory, forming a unified whole. It sums up a continuing and lively debate within a common tradition of discourse analysis and may well serve as a programmatic statement for future work in the field.
