Cette évaluation s’inscrit dans la perspective de l’examen du projet de loi sur la transition énergétique que le Gouvernement prévoit de déposer avant l’été 2014. Elle a été réalisée à partir d’une étude demandée par le CEC à la Cour des comptes. Au cours des tables rondes thématiques et des auditions qu’ils ont animées, les rapporteurs ont entendu les acteurs et les parties prenantes de la mise en oeuvre du paquet « énergie-climat » qui ont pu ainsi prendre position sur les observations formulées par la juridiction financière et émettre des recommandations pour améliorer le chantier de la transition énergétique. Au terme de leurs travaux, les rapporteurs identifient dix clés qui, à leurs yeux, conditionnent la réussite de la transition énergétique : – passer de la notion d’émissions nationales à celle d’empreinte carbone ; – dégager les voies d’une politique européenne de l’énergie ; – faire de l’agriculture et des transports de nouvelles cibles prioritaires ; – diversifier les approches pour susciter les changements de comportements ; – renforcer l’information du citoyen ; – aider les ménages en difficulté ; – stabiliser et simplifier les dispositifs ; – maximiser l’effet de levier des investissements publics ; – accompagner les entreprises ; – poursuivre l’effort de recherche pour lever les verrous technologiques.
