By the late 1950s francophone and Acadian minority communities outside Quebec were in rapid decline. Demographic, economic, socio-cultural, institutional, and political factors that had sustained both the concept and the reality of French Canada for well over a century were being eliminated or transformed. Several contributors deal with the quality of Canadian citizenship and the principle of distributive justice applied to all citizens. Others offer a "lament" for the Canadian nation, analysing and explaining why the vision of Canadian citizenship as an allegiance to the federation did not succeed in overcoming the varied loyalties pulling Canadians in different directions. Some authors celebrate this failure, arguing that maintaining dual alliance to the nation and province is more important. The essays reflect a consensus that Canada and Canadians have failed to give their citizenship meaning. One explanation for this, offered by the editor William Kaplan, is that Canadians are private about their patriotism, even if it is deeply felt. If Canadian citizenship is to endure, that patriotism will have to be more strongly and publicly expressed. Relations between Canada and Quebec have never been easy. Beginning with the Conquest and working through the many political permutations before Confederation and since, there has always been conflict between the two governments and, in particular, between two points of view. The rebellions of 1837-8, conscription, the Quiet Revolution, language laws, the FLQ crisis and endless constitutional wrangles such as Meech Lake are just a sampling of the issues that have divided the nation. During the last two decades, the debate on multiculturalism has been one-dimensional. It has deployed arguments related to cultural demands linked either to feminism, immigration, or national minorities. Little attention has been given to the relations between these dimensions, and how they affect each other. The purpose of this book is to set a research agenda around the interaction between cultural demands of immigrants and minority nations. The primary aim is to establish basic normative arguments while advancing an institutional analysis in three contexts: Quebec, Flanders and Catalonia. Each part contains two chapters that address the topic in terms of how immigration is seen from a self-government perspective, or how self-government is interpreted from an immigration perspective. The different chapters raise questions related to how this interaction challenges the idea of a culturally homogeneous nation-state, and also pushes us to other conceptualisations of «political community» and de-nationalised forms of citizenship. Current debates on diversity have failed to address these issues in societies where a dual belonging exists.
