This document describes a set of interrelated surveys administered to 224 Army National Guard and 217 Army Reserve company-sized units. The purpose of the 1979 Reserve Force Studies Surveys was to collect data that would allow analyses of Reserve Force unit manning problems and the assessment of strategies for improving reserve strength. Questionnaires were administered to all unit personnel--both junior and senior enlisted members and unit commanders. The first three sections of this note describe the overall survey design, as well as the procedures used to design and administer the surveys, the model developed for monitoring the data collection and the strategies implemented to increase survey response rates. Section four provides an assessment of the success of the fieldwork procedures. The final section summarizes problems encountered in conducting the survey and includes recommendations for future survey efforts with Reserve Force personnel as well as other military populations. Appendices include copies of a task outline of all steps required to conduct the surveys and letters and notices sent to sample members to encourage survey participation.
