Book Description
Railroad Workplace Safety - Adjacent-Controlled-Track On-Track Safety for Roadway Workers (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Railroad Workplace Safety - Adjacent-Controlled-Track On-Track Safety for Roadway Workers (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA proposes to amend its regulations on railroad workplace safety to reduce further the risk of serious injury or death to roadway workers. In particular, FRA proposes to require that railroads adopt specified on-track safety procedures to protect certain roadway work groups from the movement of trains or other on-track equipment on "adjacent controlled track." FRA proposes to define "adjacent controlled track" to mean "a controlled track whose track center is spaced 19 feet or less from the track center of the occupied track." These on-track safety procedures would be required for each adjacent controlled track when a roadway work group with at least one of the roadway workers on the ground is engaged in a common task with an on-track roadway maintenance machine or coupled equipment on an occupied track. FRA also proposes to require that railroads, contractors to railroads, and roadway workers comply with these procedures. The NPRM issued as "Notice No. 1" under this same docket number and published July 17, 2008 (73 FR 41214), was withdrawn by "Notice No. 2" published August 13, 2008 (73 FR 47124). Updated as of May 29, 2018 FRA is amending its regulations on railroad workplace safety to further reduce the risk of serious injury or death to roadway workers performing work with potentially distracting equipment near certain adjacent tracks. In particular, this final rule requires that roadway workers comply with specified on-track safety procedures that railroads must adopt to protect those workers from the movement of trains or other on-track equipment on "adjacent controlled track." FRA defines "adjacent controlled track" to mean "a controlled track whose track center is spaced 19 feet or less from the track center of the occupied track." These on-track safety procedures are required for each adjacent controlled track when a roadway work group with at least one of the roadway workers on the ground is engaged in a common task with on-track, self-propelled equipment or coupled equipment on an occupied track. In addition, FRA is removing the provision on preemptive effect. Book Description
Railroad Workplace Safety - Roadway Worker Protection Miscellaneous Revisions (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Railroad Workplace Safety - Roadway Worker Protection Miscellaneous Revisions (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is amending its Roadway Worker Protection (RWP) regulation to resolve interpretative issues that have arisen since the 1996 promulgation of that rule. In particular, this final rule adopts certain terms, resolves miscellaneous interpretive issues, codifies certain FRA Technical Bulletins, adopts new requirements governing redundant signal protections and the movement of roadway maintenance machinery over signalized non-controlled track, and amends certain qualification requirements for roadway workers. This final rule also deletes three outdated incorporations by reference of industry standards in FRA's Bridge Worker Safety Standards, and cross references the Occupational Safety and Health Administration's (OSHA) regulations on the same point. Book Description
Training, Qualification, and Oversight for Safety-Related Railroad Employees (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Training, Qualification, and Oversight for Safety-Related Railroad Employees (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is establishing minimum training standards for all safety-related railroad employees, as required by the Rail Safety Improvement Act of 2008 (RSIA). The final rule requires each railroad or contractor that employs one or more safety-related railroad employee to develop and submit a training program to FRA for approval and to designate the minimum training qualifications for each occupational category of employee. The rule also requires most employers to conduct periodic oversight of their own employees and annual written reviews of their training programs to close performance gaps. The rule also contains specific training and qualification requirements for operators of roadway maintenance machines that can hoist, lower, and horizontally move a suspended load. Finally, the rule clarifies the existing training requirements for railroad and contractor employees that perform brake system inspections, tests, or maintenance. Track Safety Standards - Continuous Welded Rail (CWR) (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the Track Safety Standards - Continuous Welded Rail (CWR) (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is proposing to amend the Federal Track Safety Standards to promote the safety of railroad operations over continuous welded rail (CWR). In particular, FRA is proposing specific requirements for the qualification of persons designated to inspect CWR track, or supervise the installation, adjustment, or maintenance of CWR track. FRA is also proposing to clarify the procedures associated with the submission of CWR plans to FRA by track owners. FRA proposes that these plans focus on inspecting CWR for pull-apart prone conditions, and focus more specifically on CWR joint installation and maintenance procedures. This proposed rule would also make other changes to the requirements governing CWR. Book Description
High-Speed and High Cant Deficiency Operations - Vehicle - Track Interaction Safety Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition) The Law Library presents the complete text of the High-Speed and High Cant Deficiency Operations - Vehicle - Track Interaction Safety Standards (US Federal Railroad Administration Regulation) (FRA) (2018 Edition). Updated as of May 29, 2018 FRA is proposing to amend the Track Safety Standards and Passenger Equipment Safety Standards applicable to high-speed and high cant deficiency train operations in order to promote the safe interaction of rail vehicles with the track over which they operate. The proposal would revise existing limits for vehicle response to track perturbations and add new limits as well. The proposal accounts for a range of vehicle types that are currently used and may likely be used on future high-speed or high cant deficiency rail operations, or both. The proposal is based on the results of simulation studies designed to identify track geometry irregularities associated with unsafe wheel/rail forces and accelerations, thorough reviews of vehicle qualification and revenue service test data, and consideration of international practices.
