I have not made any attempt to discuss the question of whether or not these rules are the best that might be devised. Excerpt from Seventeenth Report of the Association of American Railway Accounting Officers: St. Louis Meeting Every member of this Association shall be entitled to a voice and vote in its proceedings, relative to the conduct of its affairs, but on all questions relative to accounts or settlements between carriers, which involve the indorsement of the interests repre sented, the vote shall be taken as follows, viz.: A Railroad Company or two or more Railroad Companies associated in interest and under one general accounting official, is eligible to one vote only; except, however, if. The aggregate mileage of such company or companies exceeds one thousand miles, then such company or companies is eligible to one additional vote for each additional one thousand miles, or fractional part thereof, so operated; the Secretary to prepare a voting list prior to each meeting based upon the mileage of each company or companies as given in the last current issue of the Traveler's Official Rail way Guide; the vote to be cast by the ranking accounting official in attendance at the meeting, or some other person duly ac credited from same system. Excerpt from Electric Railway Accounting, 1906: The Monthly Report, the Accounting Department, and the Accountant Thus, the annual report takes a different place from that occupied by the monthly report, and as it is issued annu ally it should contain much information not contained in the monthly report. On the other hand, on account of its semi public character, it may properly not contain all of the in formation considered as of essential importance in an operat ing monthly report. It is not intended to convey the impression that secrecy should be practiced, but that by the different use to which it is put the annual report need not necessarily be so detailed in its composition and yet fulfill its purpose. For instance, the information relating to the organization, the track mileage, the equipment, the changes in the funded and other debt, and the assets, and the information relating to the physical con dition of the property, should all be treated and compared with the previous year, and the changes in a year's work should be pointed out and explained. All this, on account of its monthly repetition, may be considered unnecessary for a monthly report, although of importance in an annual report. And for the reasons already explained, the extended details of income and Operating may safely be omitted from the annual report and the results given in totals.
