Weather has broad and significant effects on the roadway environment. Snow, rain, fog, ice, freezing rain, and other weather conditions can impair the ability of drivers to operate their vehicles safely, significantly reduce roadway capacity, and dramatically increase travel times. Multiple roadway activities, from roadway maintenance and construction to shipping, transit, and police operations, are directly affected by inclement weather. Some road weather information is available to users currently, however a disconnect remains between current research and operations, and additional research could yield important safety and economic improvements for roadway users. Meteorology, roadway technology, and vehicle systems have evolved to the point where users could be provided with better road weather information through modern information technologies. The combination of these technologies has the potential to significantly increase the efficiency of roadway operations, road capacity, and road safety. How do people drive on roads and behave in traffic? How can we change driving habits and encourage more environmentally responsible modes of transportation? These are the two main questions to which the volume tries to answer. It tackles the problems of driving, traffic, transportation, and mobility fully, rather than from a single perspective, which has tended to be the norm so far. The Federal Highway Administration (FHWA) Road Weather Management program partnered with the National Weather Service (NWS) to sponsor five research projects through the Cooperative Program for Operational Meterology, Education, and Training (COMET). The goal was to create teams of personel from State departments of transportation (DOT), NWS Weather Forecast Offices (WFO), and universities to foster collaborative and productive relationships between meterological and transportation agencies. These teams were to use data from Road Weather Information Systems (RWIS) to improve the utilization of these data in both weather and transportation operations and to create new predictive algorithms for use in road maintenance activities. Such advances in road weather management ultimately will improve mobility on the roads, and DOT productively in operations.
