Over 1,000 tons of plutonium exist throughout the world in the form of nuclear fuel, nuclear weapons, inventories of various types, and legacy materials. Regardless of ones views of how this condition came to be, or what actions are taken in the future, it is a certainty that large quantities of plutonium must be managed for many decades. Thus it is clear that the plutonium challenge is not only scientific, but political and socioeconomic as well. In view of the global nature of plutonium research efforts, the Plutonium Futures - The Science conference was established to increase awareness of the importance of the scientific underpinnings of plutonium research, and facilitate communication among its international practitioners. A detailed experimental study has shown absorption of plutenium(IV) from 7 M HNO/sub 3/ solutions by strongbase (quaternary amine) anion exchange resins to be a very powerful and versatile processing method for plutonium. The simple expedient of operating at 50 to 60 deg C relieves most of the objections of former anion exchange processes for plutonium in that it permits adequate processing rates and efficiency to be obtained with four per cent cross-linked resins. Commercially available strong-base anion exchange resins Dowex-1, X-4 (50 to 100 mesh), among 50 to 100 mesh resins, and Permutit SK (20 to 50 mesh), among 20 to 50 mesh resins, are markedly superior for most process applications. The anion exchange process consists of an absorption or loading step in which plutonium is absorbed out of a feed solution by the resin, washing step in which impurities are removed by washing the plutonium-laden resin with an appropriate wash solution, and an elution step in which plutonium is stripped off the resin in an appropriate aqueous solution The effects of the pertinent variables in each of these steps have been studied in some detail, yielding informatlon which can be readily extrapolated to new processing applications. Savannah River Laboratory (SRL), Savannah River Plant (SRP), and Rocky Flats Plant (RFP) are jointly developing a process to recover plutonium from molten salt extraction residues. These NaCl, KCl, MgCl2 residues, which are generated in the pyrochemical extraction of 241Am from aged plutonium metal, contain up to 25 wt % dissolved PUCl3 and up to 2 wt % AmCl3. The objective is to develop a process to convert these residues to plutonium metal product and discardable waste. The first step of the conceptual process is to convert the actinides to a heterogenous scrub alloy with aluminum and magnesium. This step, performed at RFP, effectively separates the actinides from the bulk of the chloride. This scrub alloy will then be dissolved in a HNO3-HF solution at SRP. Residual chloride will be removed by precipitation with Hg2(NO3)2 followed by centrifugation. Plutonium and americium will be separated using the Purex solvent extraction process. The 241Am will be diverted to the solvent extraction waste stream where it can either be discarded to the waste farm or recovered. The plutonium will be finished via PuF3 precipitation, oxidation to a mixture of PUF4 and PuO2, followed by reduction to plutonium metal with calcium.
