William E. Bivens, III For the first time in more than 160years, the nation's rural areas and small towns are growing faster than its metropolitan areas. The 1980Census of Population shows that the nonmetropolitan population increased by 15.4010 during the 1970s, while the metropolitan population grew by only 9.1010. During the 1960s, rural areas and small towns had lost some 2.8 million people to cities and their suburbs, but during the 1970s at least 4 million more people moved into nonmetropolitan areas than left them. This rural oriented population growth resulted from a number of factors, including a strong preference for rural and small-town living, the decentralization of manufacturing and related services,energyand other mining developments, William E. Bivens,Ill, isthe Senior Policy Fellowfor Rural Affairs ofthe National Gover nors' Association. He is a rural development generalist providing liaison between the gover nors and federal officials and performing applied policy research to support improvements in rural development programs and systems for their delivery. Mr. Bivenswas one of the designers of the Carter Administration's Small Community and Rural Development Policy and provided the implementation link involving the formation of governors' rural development councils. Interest in the special problems of rural areas and concern with rural development in general have increased substantially throughout much of the world in the years since about 1960. Attesting to this has been the dramatic increase in attention to rural problems in the scholarly and popular literature and by government agencies. At first the dominant focus was on development projects and the creation of new jobs. It was not long, however, until other related issues came to the fore, in particular the availability and quality of public services essential to achieve economic growth and improvement and having a direct bearing on the well-being of rural peoples. Most nations of the world have developed plans and launched pro-jects to improve rural public services and narrow urban-rural dif-ferentials in their provision. As one would expect, there have been great differences between nations in the severity of problems, foci of attention, program strategies and their general effectiveness, and degree of commitment and effort. Given this diversity, it seems ap-propriate to examine and compare rural service problems and efforts to ameliorate them in a sample of contrasting societies. Implicit is the conviction that (1) all nations can learn at least something from the experiences of others, and (2) by taking an international, com-parative view of the subject, certain generalizations can be established.

Poverty reduction in South Asia is a precondition for sustaining any form of reforms in governance. The new public management reforms which started in South Asia from Sri Lanka taking the initiative in 1977–78 have been a decisive break from the previously practised State driven protectionist system. Investment in the region has been rising and even per capita income has shown some increase, yet the state has not been able to lead these reforms appropriately and efficiently. Thus poverty has not been reduced, ordinary people continue to languish under government programmes and the socially excluded remain outside the mainstream decision making bodies. Governance in South Asia faces the single most important challenge of poverty reduction which continues to blunt and disfigure capacity, self esteem and service delivery system to the poor. This book attempts to bring out microlevel studies from many regions in South Asia to address issues of entrepreneurship, knowledge and professionalism. As an initiator of the idea on developing a critique to the straightjacketed ‘best practice’ research, this book questions the standard practice in evaluating administrative reforms as not being the true base for knowledge. Administrators need to balance capacity and control in every implementation programme. Confining to the knowledge of ‘best practices’ may conceal enormous amount of information from the ‘less than best’ practices which may be necessary to sustain good initiatives of public managers. This book highlights areas of active networking, partnerships and collaborations amongst state and non-state bodies, NGOs and specialist Science and Technical Organizations. The true nature of governance is explained and demonstrated through the processes which otherwise pass off undetected in macro-understanding of governance.
