The October 2010 Spending Review has imposed tough settlements on both health and social care, and sets a highly challenging context for the delivery their services over the next four years. In both cases efficiency gains will need to be made on an unprecedented scale if care levels are to be maintained and the quality of services improved. The Committee does not agree with the Government's premise that the Spending Review settlement and the two year pay freeze will provide councils with the necessary resources to sustain current eligibility levels for social care. Councils will need to sustain further efficiency savings of up to 3.5% per annum to avoid reducing their levels of care. In this context, the Government is placing understandable emphasis on the 'extra' funding for social care, through the Personal Social Services grant and the £1bn through the NHS. However there is concern that the increases in the PSS grant will not be reflected in changes in actual spending on social care. It is also vital that the savings required by the health settlement are made by efficiency gains rather than making cuts, particularly considering the uncertain landscape of the NHS reorganisation following the White paper. Improving the interaction between health and social care will be critical if the necessary cost savings on both sides are to be realised. It is not enough for the government to exhort change in this area: there must be a formal policy infrastructure that recognises the importance of achieving a better overall interface between the two sectors

Republic of Iraq Public Expenditure Review: Toward More Efficient Spending for Better Service Delivery provides an integrated perspective on how Iraq needs to provide better public service delivery while maintaining macroeconomic stability and fiscal discipline. These goals exist amid a challenging context of revenue volatility, the need to diversify the economy, weak accountability mechanisms, and residual conflict. Reflecting these challenges, key socioeconomic developmental indicators are stalled or are even declining despite rapid growth in public spending. Growth in spending has not been matched by absorptive capacity, let alone improved outcomes. The difficult task of encouraging fiscal institutions to embed practices of good economic management remains a work in progress. The task for Iraqi authorities will be to turn oil revenues into sustained welfare improvements. Macroeconomic stability alone is not enough to address social and economic development issues and to avoid a 'resource curse'. Economic diversification is imperative for the goals of creating jobs and promoting income-generating opportunities for the Iraqi population. In the years ahead, Iraqi government authorities will have the following key challenges: - to remove constraints to nonhydrocarbon economic activities, - to ensure the effi cient use of oil revenue, and - to restrain the growth of current spending to free up resources for public investment, while maintaining essential safety nets and social support for the poor and disadvantaged. Senior policymakers at the Ministry of Finance, Ministry of Planning, and line ministries have the opportunity to take concrete steps now. In its annual examination of the Department for Children, Schools and Families' (DCSF) spending, the Children, Schools and Families Committee predicts that future funding will be much tighter than at present and the rate of spending growth will be minimal come the next Spending Review. The Committee is pleased that the Government has reaffirmed its commitment to capital investment in education, but there is concern that the review of Building Schools for the Future will lead to the programme being curtailed. To avoid doubt, the Department should make a clear statement about the programme's future. The Committee identifies key problems with the presentation of expenditure figures in the report, including confusion about which expenditure streams or grants deliver which objectives, and calls on the Department to rectify these problems in its next Annual Report. To ensure real accountability, staging points must be included for long term Public Service Agreement (PSA) targets. In order to assess whether these targets have been met, it is imperative that DCSF does not revise them at every three-yearly spending review. The Committee is disappointed that details on how DCSF achieved its efficiency savings are vague and it expects much more of the promised detail in the 2009 Departmental Annual Report.
