The linkages between the two nations in the environmental arena cannot be overlooked, but how well-informed policy makers and the general public are sets the tone for deliberations among the two nations and the states involved. [...] Sources of Information One of the key issues to determine the extent of a network and the way in which information flows to the general and special interest publics is by reviewing the available sources (see Part III, VII. [...] First, it is clear that the two regions are not closely linked, which may be a function of geography and the nature of the issues within each region-an agriculture economy and its by-products in the southern reach of the Rio Grande and industrial conditions in the north. [...] Policy Perspectives In order to address the policy questions that arise out of the need for enhanced information sharing in the border region, the research team operated with the knowledge that the general public's opinions concerning contemporary issues is important to the health of a democracy, and that the public has the ability to understand issues and participate in them fully. [...] While it inconceivable to include everyone in the policy process, either as a result of geographic restrictions or lack of interest on the part of many or because of the differences that obtain when two nations share resources, the opinions of the community are, in many ways, the 8 fundamental building block for bridging the gap between the technical elite, political elite, activists, and the gene.

Communities along the U.S.-Mexico border face a variety of environmental and public health challenges. Grassroots organizations in both countries are working to confront serious pollution problems and to promote sustainable economic development in the border region. An intricate system of laws, regulations, policies and programs has been created in the U.S. and Mexico to respond to environmental and public health concerns. Effective enforcement is a vital component of this system, and the participation and active involvement of community residents who are intimately familiar with local environmental problems can be a strong source of support for enforcement activities. As part of our joint Community Environmental Law Initiative, Elm and the Southwest Network for Environmental and Economic Justice have developed a new resource for border communities to address local environmental problems, Environmental Enforcement in the U.S.-Mexico Border Region: A Community Guide to Enforcement in Texas and Chihuahua. The handbook provides practical information about the tools for community participation in environmental enforcement, describing legal tools in the U.S. and Mexico, as well as bi-national mechanisms for promoting effective enforcement. The handbook focuses on the states of Texas and Chihuahua, but provides information about environmental agencies, laws and processes that can be useful to communities throughout the border region. The handbook is available in English and Spanish.

The Mexican -- United States border represents much more than the meeting place of two nations. Our border communities are often a line of first defense -- absorbing the complex economic, environmental and social impacts of globalization that ripple through the region. In many ways, our success or failure in finding solutions for the environmental, social and economic issues that plague the region may well define our ability to meet similar challenges thousands of miles from the border zone. Border residents face the environmental security concerns posed by water scarcity and transboundary air pollution; the planning and infrastructure needs of an exploding population; the debilitating effects of inadequate sanitary and health facilities; and the crippling cycle of widespread poverty. Yet, with its manifold problems, the border area remains an area of great dynamism and hope -- a multicultural laboratory of experimentation and grass-roots problem-solving. Indeed, as North America moves towards a more integrated economy, citizen action at the local level is pushing governments to adapt to the driving forces in the border area by creating new institutional arrangements and improving old ones. If there is one defining feature of this ground-up push for more responsive transboundary policies and institutions, it is a departure from the closed, formalistic models of the past to a more open, transparent and participatory model of international interaction.
